Governor's Rule no alternative
Delay in govt formation not in people's interest

JAMMU, Feb 16: It was on December 23, 2014 that the election results were announced. The people of the state once again, like in 2002 and 2008, gave a fractured mandate with not a single political party in a position to form government on its own strength. However, the nature of mandate that the people gave suggested three things. One, the people of the state had no love lost for the ruling coalition consisting of the NC and the Congress. They rejected both the "unpopular and corrupt" NC and the Congress and reduced them to the third and fourth position, respectively. The verdict was clear as far as their view on the coalition government was concerned. The fact is that the people of the state censured both the NC and the Congress for their misrule and irresponsible political conduct. Two, the people of Kashmir wanted the PDP to administer the affairs of the Valley. They gave them more than 50 per cent of the total seats in the Valley. The PDP won 25 out of 46 seats in Kashmir. It not only created history in the Valley by inflicting a crushing defeat on the NC and winning so many seats, but also reestablished its credentials as a party committed to mitigating the hardships of the people of Kashmir. Earlier in May 2014, the PDP had won the mandate in Kashmir by winning all the three Lok sabha seats. Three, the people of Jammu province, unlike the people of Kashmir, voted overwhelmingly for the BJP. It won 25 seats out of a total of 37 assembly seats from Jammu province and emerged as the single largest party in the province. In May 2014 also, the BJP had created a history of sorts by winning three Lok Sabha seats -two from Jammu and one from Ladakh. In other words, the people of Jammu reposed full faith in the BJP both in the Lok Sabha and Assembly elections. The spectacular victories of the PDP in Kashmir and massive victories of the BJP in Jammu province and Ladakh left none in any doubt in the state about the direction in which the political wind was blowing. The good performance of the two parties in different regions also established beyond any shadow of doubt that an overwhelming majority of population in the state wanted the PDP and the BJP to form a coalition government. In fact, scores of leading commentators in the country came out with articles urging the PDP and the BJP to join hands and provide a stable government. Sadly, however, even after 54 days of declaration of results, no popular government is in place. It's true that the PDP has rejected the support offered by the NC and the Congress. It's also true that the PDP and the BJP are in touch with each other and have contested the Rajya Sabha elections jointly. It's also true that the PDP and the BJP are all set to contest jointly the upcoming Legislative Council elections. But it also cannot be denied that both the parties have to date not devised a common minimum programme of governance. They are still to start a structured dialogue. The inability of the PDP and the BJP to iron out the ideological differences between them has not gone down well with the common masses, who want the Governor's Rule to go and popularly-elected government to be in place at the earliest, as the Governor of the state cannot be an effective alternative. It would be in the best interest of the state and its people if the PDP and the BJP, who alone have the mandate to administer the state, resolve their differences and form the government as soon as possible. The best was to clinch the whole issue is to devise and adopt a programme that is calculated to ensure all round development in the state, provide a clean, corruption-free, transparent and accountable government, harmonize inter-regional relations and maintain social and communal amity. This is what the bulk of population in J&K wants.
