Modi to take final call on CMP today | | | Bashir Assad Early Times Report JAMMU, Feb 16: Prime Minister Narendra Modi will take a final call on the common minimum programme (CMP) thus paving way for government formation in Jammu Kashmir with the PDP's Mufti Mohammad Sayeed as chief minister. There was a high drama on Monday with the two parties first terming their back to each other and finally hugging each other with open arms. The drama started on Sunday when the two parties hardened their stand on vocabulary to be used in the CMP and finally ended on Monday afternoon with the two parties leaving to their respective leadership viz PM Narendra Modi and PDP Patron Mufti Mohammad Sayeed to wet the deal within 48 hours. Sources said the BJP is keen to see the government in place in Jammu and Kashmir by 20th of this month. It merits a mention here that Mufti met National Security Advisor in Mumbai last night. The duo discussed the issues related to the government formation in Jammu and Kashmir and NSA latter briefed the Prime Minister about the contours of the discussion he had with Mufti. Sources said that track-II expert Amitabh Mattoo was also part of the meeting and finally it was resolved that PM will take final call on the government formation in next 48 hours. Sources said if everything goes according to the plans, Mufti will meet Modi tomorrow and a formal announcement would be made accordingly. Sources said that the two leaders may even brief the press in New Delhi tomorrow afternoon to pave the way for swearing in of the new government. As reported earlier the talks had hit a roadblock as PDP wanted a written assurance that the PDP on Article 370, revocation of AFSPA and other contentious issues. In the past, BJP leaders have suggested that the need for Article 370 should be debated because it promotes separatism. Sources said the BJP is not ready to backtrack completely on its stand and is pushing for a nuanced position on Article 370. The PDP has also asked for a phased withdrawal of the Armed Forces Special Powers Act (AFSPA), which gives the army the authority to make arrests without warrants. It is said to have suggested that the mechanism could be reinstated if necessary and sources said the two parties could settle on a flexible stand. "Mufti Mohammed Sayeed will be meeting Prime Minister Narendra Modi and a formal announcement will be made in the next few days. Sayeed would be the chief minister of the alliance and an agreement had been reached between the two parties on a Common Minimum Programme (CMP) and contentious issues like Article 370, displaced Kashmiri Pandits and uniform civil code had been thrashed out" said sources. As for the distribution of portfolios BJP, sources said BJP will get Power, R&B, Revenue, Health and Medical Education, Industries and Commerce, Higher Education and Housing and Urban development while PDP will have Agriculture, Education, Finance and Planning, PHE, Home, Forest and Law. The less significant ministries like ARI & Trainings, Labour and Employment, Information Technology, Sheep and Animal Husbandry, Fisheries, Floriculture etc will be distributed among the coalition partners as additional charges. Sources said Dr. Nirmal Singh will hold Power portfolio as Deputy chief Minister. |
