Governor proposes, Financial Commissioner Industries disposes
Issues orders of fresh attachments of employees

JAMMU, Feb 16: Subverting initiative of Governor to stream line working in government departments by cancelling all attachments, Financial Commissioner Industries and Commerce department, Khurshed Ahmed Ganai has recently ordered attachments of two employees besides deputation of another one.
Sources informed Early Times that on February 12, orders of attachments in favour of two employees were issued by Industries and Commerce department headed by Financial Commissioner, Khursheed Ahmed Ganai.
According to first attachment order, Functional Manager District Industries Center Doda, Naresh Kumar Vohra has been attached with Directorate of Industries Jammu for a period of three months.
Surprisingly, according to his attachment order Naresh Kumar Vohra has also been asked to produce a medical certificate from Medical Board within two months.
Castigating the move of his attachment, sources have questioned why Medical certificate was not sought by higher officials of department before taking any decision regarding attachment of Vohra.
"The meeting of Medical Board is held every week in Government Medical College and Hospital Jammu and medical certificate can be obtained within one week but the time of two months given by administration only portends towards the fact that mind was not applied while issuing orders of attachment of Naresh Kumar Vohra", sources said, adding that on one hand attachment order was for three months but Vohra was asked to produce medical certificate within two months.
Sources informed that in his service career of nearly 30 years, Naresh Kumar Vohra had worked for just 27 months outside Jammu.
Moreover, according to another attachment order, Senior Assistants of J&K Cements Shaheena Jan has been attached with Industries and Commerce department till Durbar move in April 2015.
"The rationale behind attachment of Senior Assistant with Durbar move is still unknown and it seems that the decision is solely for adjusting one blue eyed employee with Darbar move", sources said.
Meanwhile, another order of transfer/deputation was issued in January month, in favour of Musharaf Iqbal Qureshi, Plant Engineer (Mechanical) JK Cements Limited Khrew Branch.
The order read that transfer/deputation was issued in favour of Qureshi to any Corporation/Department on humanitarian grounds.
While the transfer order specified his transfer to any Corporation/Department on humanitarian grounds, it is pertinent to mention that an employee of Corporation could not be transferred to Industries and Commerce department under rules.
