Jammu, Jan 29: Catchphrase 'One step forward, two steps back' seems most suitable to express ill planning of Motor Vehicles Department (MVD) as six months back the former government PDP- BJP government led by late Mufti Mohammed Sayeed had ordered to the department concerned to install soon Global Positioning Systems (GPS’) in all commercial vehicles but ironically nothing has been done by department so far instead of taking the consultancy from the expert/consultant. Reliable source in department said that that however, even two ministers Qamar Ali Akhoon and Choudhary Mohammed Ramzan of Omar Abdullah led government had also claimed that keeping in mind the security of commuters and streamlining of traffic, the government to be installed GPSs system in private vehicles across state. "Following the footsteps of previous Transport Ministers, the concerned minister in PDP-BJP government, Abdul Gani Kohli's announcement to install GPS’ in all commercial vehicles also proving as merely rhetoric", said source not to be mentioned. Source further said that following announcement made by Abdul Gani Kohli in August 2015, the Secretariat had order to department concerned to constitute a committee headed by Transport Commissioner, so that, soon installation of GPSs in commercial vehicles but after lapse of six months, the committee has succeeded only to consult firm regarding how to be executed the GPSs in commercial vehicles so far. Pertinently, after infamous Delhi raped case, the Apex Court and even Union government had ordered to all state government to install Global Positioning System in all commercial vehicles but after lapse of many years both the former governments of Jammu and Kashmir made merely rhetoric but still nothing has been done, exposing insensitivity towards women which were claimed by the governments. The performance of Motor Vehicle Department can be gauged this fact that In 2012, had assigned the fixing of High Security Registration Plates (HSRPs) in commercial and non-commercial vehicles in the state by 2014. "Ironically after lapse four years, the department has succeeded to install only four lakhs HSRPs in both commercial and non-commercial vehicles while more than seven lakhs vehicles are still plying out of HSRPs on road", said source. When contacted Under Secterary, Romesh Kumar Giri said that a committee has been constituted headed by Transport Commissioner. "Now committee will materialize the project", he added. Transport Commission, Pervez Khateeb said that the matter is under process, soon we will have GPS’ in commercial vehicles. |
