ULB recruitment scam: Authorities order time bound probe

Srinagar, Jan 29: In the wake of series of reports by Early Times about illegal recruitments in municipal councils and committees in Kashmir, the authorities of Urban Local Bodies (ULB) today assured a time bound probe.
After Early Times exposed recruitments in 42 Municipal Councils and Committees of Kashmir division, Commissioner Housing and ULB, Bipal Pathak today assured that his department will probe the matter in a time bound manner and punish people involved in wrong doings.
Pathak while referring to the news reports of early times in past week about illegal recruitments in Municipal councils and Committees of Kashmir said that he will ask for all the necessary documents from the office of the Director ULB and will try to probe illegal recruitments that have come up in Municipal Councils and Committees of Kashmir in between 2005 to 2011. "I started working on it today only but could not find any relevant document in Secretariat here because of vandalization of September 2014 floods. Now I will ask for records from Direction office and will probe the matter in a time bound manner. Give me some time. I assure a probe," Pathak Said Pertinently on Thursday Pathak while talking to early times said that no records were available with ULB to check illegal recruitments in municipal councils and committees of Kashmir.
In 2011 ULB authorities in order to check illegal recruitments since 2005 to 2011 constituted a two member committee of officials to probe the matter within 20 days. Accordingly two top officials of the department Muhammad Afzal Bhat , former Director ULB Kashmir and Saugat Biswas then Additional Secretary to Government, Housing and ULB were ordered to probe the racket of illegal recruitments in existing 42 Municipal councils and Committees of Kashmir division.
Inquiry officials as per documents came up with a list of massive 743 illegal permanent appointments and a total of 1829 appointments of illegal need base, casual, adhoc employees in Municipal councils and committees of Kashmir division.
However according to sources inquiry report of officials is gathering dust and till date no action has been taken against any official found involved in recruiting people through back door Channel.
Sources said that even after 2011 number of illegal recruitments never stopped in Municipal councils and Committees and concerned officials enjoying free hand from higher ups recruit people as per their wish and then regularize them without even completing mandatory seven years of service as regular Daily Rated workers.
