It is now official: Centre not to return Power Projects!
Ready to give depreciated value of projects in Union budget

Jammu, Jan 29: In the backdrop of PDP's political demand on return of power projects getting louder, the issue has assumed a fresh dimension as Centre is learnt to be preparing a new proposal of offering J&K some financial package corresponding with losses accrued by the state on this front. The Centre is willing to give Rs 5000-6000 cr as depreciated value of the power projects instead of returning them directly.
Sources said BJP led NDA government at Centre is contemplating some big measures which will take the shape of formal provision in the forthcoming Union budget with regard to power projects in J&K. As the issue has assumed quite some significance lately at the political level and demand is growing louder from all quarters in Kashmir on return of the projects, Centre is ready to earmark funds to the tune of Rs 5-6 000cr exclusively in the budget for next financial year, sources said adding that this proposal is being prepared on the lines of depreciated value of these projects.
With this it has become amply clear that power projects will not be returned to the state even though PDP had laid thrust on it in the Agenda of Alliance, an agreement mutually agreed upon by the BJP too as alliance partner of the government, sources said. Even though the amount so envisaged as depreciated value is huge , PDP may not settle for it since it has been asking for return of the power projects from day one and during the last over two weeks the demand has been raked up once again as unsettled agenda by the PDP leadership, sources said while describing the political mood of the party.
Sources also said if the Centre goes ahead with this move of offering depreciated value of the projects, it will also been seen as PDP's stand getting vindicated and shall go as party's victory in a way. Since the Centre has its constraints in returning the power projects at this stage, this step is being seen as a movement forward in fulfilling the demand of PDP and obliging it , sources said.
Pertinent to mention is that in the Agenda of Alliance, the coalition partners had agreed that in order to address the financial problems in the state the return of projects was necessary as it was also seen that it will pave way for making J&K a fiscally-autonomous state. Besides political parties, various bodies like Chamber of Commerce and even civil society has been vociferous on this demand lately which is why it has received impetus in terms of redressal, sources said adding that PDP has been raking up the issue through questions too in the Lok Sabha last year.
