DC Kishtwar orders sealing of illegal coaching institutes after CEO report
Coaching institute owners snub CEO Kishtwar for preparing false report

Kishtwar, Jan 30: On the bases of report submitted by Chief Education Officer to Deputy Commissioner Kishtwar with regard to functioning of illegal coaching institutes in Kishtwar District, Deputy Commissioner Kishtwar Ghulam Nabi Balwan today ordered for sealing of two prime coaching institutes of Kishtwar District within two days, surprising many as CEO Kishtwar in his report submitted to DC Kishtwar claimed that out of seven coaching institutes in Kishtwar District, only two coaching Institutes Viz Impact Tutorial and Palladian Tutorial are functional that too without having any registration while in actual over two dozen coaching institutes are operational in and around Kishtwar town, beside several government teachers despite government ban on private tuitions, many government teachers, school and college lecturers are busy in conducting private tuitions in homes under the nose of education department as well as before administration responsible for implementation of ban on illegal private institutions. Moreover many private schools which are closed due to winter vacations are busy in conducting tuitions in respective school building forcing children to attends these tuition classes by paying double amount then the fee charged from the students by the school management and at the same time the many schools also forced the students to buy books and uniforms from schools on exorbitant rates or through the nexus between some schools and the book sellers.
As per the details available with "Early Times", DC Kishtwar vide order No. DDCK/Plg/2015-16/47/7828-30 Dated 30-1-2016 while citing CEO Kishtwar report directed locking of two coaching institutes with immediate effect.
"The committee recommended for immediate closure of Impact Tutorial on the ground of not fulfilling the Supreme Court guidelines laid down for the purpose of running of private tuition centers, where as 15 days given to another institute Palladian which also fails to get the institute registered" read DC Kishtwar order added that in the light of above, it is hereby order to CEO Kishtwar to lock down all those private tuition/coaching centers which are not functioning or operating in accordance with the Supreme Court and government guidelines meant for the purpose of running of private tuition centers. After issuance of order by DC Kishtwar, the owners of the two coaching institutes called on DC Kishtwar and showed all the relevant documents to DC Kishtwar and snubbed the report submitted by CEO Kishtwar on the bases of which DC Kishtwar ordered for sealing of two selective coaching institutes despite the fact that both the institutes were in position of valid documents required for running a coaching institute. "We have everything in position--- including CCTV, separate class for Girls and boys, Toilet facility, heating arrangements and had fulfilled criteria required for running coaching institute" informed the owners to DC Kishtwar and urged him to visit the institute to verify the facts on ground. After analyzing the documents in possession of the two coaching institute owners, DC Kishtwar rescinded its order and directed the concern officer not to act till he personally visited these two coaching institutes for verifying the facts produced by the owners of both the institutes.
While talking to "Early Times" an owner of a coaching institute in Kishtwar claimed that J&K has no law for registration of coaching institutes adding that many coaching institutes had submitted documents at Director School Education Jammu and also at Divisional Commissioner Office Jammu for registration, but same was put on hold since long as J&K has no law in this regard. He said that many coaching institutes also deposited the fee at Director School Education Office for sending an inspection team, but same was not sent till date despite the fact that Director School Education accepted the fee deposited by the coaching institutes applied for registration. He said that after Director School Education failure in providing registration, they approached Cooperative Society which got their coaching institute registered as a commercial business unit under Cooperative Society Act. He said that instead of targeting selective institutes, district administration, officials of education department and police should verified the facts on ground as several illegally run private coaching institutes are functional in Kishtwar District.
