Early Times Report

Jammu, Jan 30: Suspense over government formation in Jammu and Kashmir has deepened following reports that Mehbooba Mufti has vacated the Chief Minister's house in Jammu. Is it a normal procedure for Mehbooba to maintain political dignity? Or is it a broaded hint to the Centre that she was not interested in taking the oath as Chief Minister?
Both seem to be in place because on one hand Mehbooba is in no hurry to form the Government and on the other she does not want to take over as Chief Minister without receiving firm assurance that the Central Government was ready accept her demands.
This way she is placing certain preconditions before the Centre if Prime Minister Narendra Modi is keen to allow Mehbooba to assume the powers of Chief Minister after the demise of her father Mufti Sayeed.
The Central Government too has dropped a hint that it was not impatient for seeing a civilian regime to be installed in Jammu and Kashmir. This indication was evident when neither Srinagar nor Jammu is included in the list of smart cities the Centre was developing. In fact one of the demands of the PDP was to have at least twin state capitals in the list of smart cities that the Centre had plans to develop.
Mehbooba has put forth demands that have political and financial contours. Among the demands in the list of several demands was release of additional funds for various development projects including road connectivity, and for improving power generation which Mehbooba believes was possible if the power projects built and maintained by the NHPC were returned to the State Government. Mehbooba wants additional funds for providing compensation to those who had suffered severe losses in September 2014 floods. She wants additional funds for rebuilding the infrastructure that had been damaged by the floods.
It does not seem that Mehbooba and her associates in the PDP feel satisfied with the MoU signed by the Centre with the world bank for helping Jammu and Kashmir with financial and technical support for Flood Control measures. But as far as demands related to finances are concerned they are simple and can be conceded by the Centre.
As far as Mehbooba's political demands are concerned the Centre has still not prepared to concede all of them. First of all is the demand for revocation of AFSPA from two districts. Mehbooba wants to score over her father, over Farooq Abdullah and Omar Abdullah who were all in favour of repealing AFSPA in phases but failed to convince the centre.
As per reports, Mehooba has sought assurance from the BJP top brass that she will be given as free hand in running the government. Among her specific demands, Mehbooba wants the Centre to engage the separatists in the talks process, vacation of private lands by the security forces.
Mehbooba also wants Centre-owned projects to be handed over to the State Government.
However, if reports are to be believed Modi government is in no mood to concede the demands set by Mehbooba. But indications are that Modi and Mehbooba may have one to one talk and resolve various ticklish issues.
In case Mehbooba remained unconvinced the National Conference is right then because it says that the PDP and the BJP do not want to form the Government because they fear the people who were not happy with the performance of the coalition Government for the over 10 months.
But both the BJP and the PDP are helpless. They cannot delay formation of the Government for a long time because that could brighten the chances for a fresh election.Facing the electorate may not be an easy game for the BJP in the region of Jammu and for the PDP in the Kashmir valley. So people and politicians await when the veil is lifted from the experiment for forming a PDP-BJP coalition Government again.
