Kishtwar, Jan 30: On the basis of report submitted to him by the chief education officer with regard to functioning of illegal coaching institutes in Kishtwar district, deputy commissioner, Kishtwar, Ghulam Nabi Balwan today ordered the sealing to two coaching institutes here. In his report, the CEO said that out of seven coaching institutes in Kishtwar district, only two -- Impact Tutorial and Palladian Tutorial - were functioning without any registration. In reality, however, there were over two dozen coaching institutes operational in and around Kishtwar town. Several government teachers and college lecturers, despite ban on private tuitions by them, were busy in taking private tuitions at homes. Many private schools, which were closed due to winter vacations, were also busy in conducting tuitions in their respective buildings, forcing students to attend these tuition classes for which they were being charged heavily. Many schools were also forcing students to buy books and uniforms from them on exorbitant rates. There was also a nexus between some schools and book sellers. As per the details available with Early Times, the DC vide order No DDCK/Plg/2015-16/47/7828-30 Dated 30-1-2016, while citing the CEO's report, directed sealing of two coaching institutes with immediate effect. "The committee recommended for immediate closure of Impact Tutorial on the ground of not fulfilling the Supreme Court guidelines laid down for the purpose of running of private tuition centres, whereas Palladian institute also could not get itself registered even as 15 days' time was given to it. In the light of above, it is hereby ordered that the CEO should lock down all those private coaching centres which were not functioning in accordance with the Supreme Court and government guidelines meant for the purpose of running of private tuition centres," reads the DC's order. After the issuance of his order, the owners of the two coaching institutes called on the DC and showed him all the relevant documents. "We have CCTV, separate classrooms for girls and boys, toilet facility, heating arrangements and fulfilled the other criteria also," they told the DC. After examining the documents, the DC asked the concerned officer not to act on his order till he personally visited the two coaching institutes for verifying the facts.
