State subjects to outsiders : Bansals, Singlas issue reverberates in LC
Dissatisfied with reply, Murtaza stages walkout

Jammu, Mar 11: Accusing government of failing to forge a mechanism to prevent non state residents from getting state subjects ,PDP member Murtaza Khan staged walkout from the Legislative Council today.
Murtaza expressed dissatisfaction over reply of Minister of State for Elections Manohar Lal Manohar Lal during the question regarding stage subjects.
On the reply of the minister in charge informed that name of five persons in Jammu district and 12 in Leh district have been deleted from the electoral rolls.
Murtaza while raising the supplementary pointed out, "You have only acted on the matter after getting the complaint. But what if you do not get complaint? Do you have any mechanism to prevent non state subjects from getting state subjects"?
He further accused, "It appears that you have taken the cognizance of a news item, naming two influential families Bansal and Singla getting them enrolled in the electoral rolls. The government has taken action against Singlas, while no such action was taken against Bansals. It is just a tip of iceberg. What are the steps the government contemplates to ensure that without even waiting for a complaint, a mechanism to put in place to check all those who non-residents have settled in the state are weeded out.
Manohar Lal informed the House that the complaints regarding reflection of non-state-subjects in the electoral rolls is under investigation and action as warranted under rules will be initiated.
While replying to a supplementary, the Minister said that the mechanism is already in place to file objections, corrections and shifting of names from one constituency to other with regard to the electoral rolls.
Expressing dissatisfaction over the reply Murtaza said,"What is the mechanism does the govt has, so that a suo-moto action can be taken against such persons for obtaining state subjects. Why government waits for complaints?
NC member Sheik Gulam Rasool demanded, "Government should inform that how many complaints the government has received and how many of those complaints have been acted upon.
Murtaza said that it is a sensitive issue and the question should be deferred as reply in not satisfactory.
"Why no action against Bansal family", he added.
The Minister of State for Revenue, Ajaz Ahmed Khan while intervening in the discussion informed the House that a State Subject Commission has already been constituted to check the veracity of the State Subjects and has put in the recommendations action on the same will be taken.
Murtaza alleged it is a sensitive issue and both the ministers have failed to satisfy so the question should be deferred. Do not try to put such an important issue under the carpet. It is a serious issue which needs to be properly replied".
