| JK has 72,8,70 vacancies to fill | | Only 25,296 referred to recruiting agencies | | JAMMU, Mar 19: Around 75, 000 posts are lying vacant in various Government departments in the State and astoundingly only 25,000 vacancies have been referred to various recruiting agencies for filling up the posts. In a written reply to a question raised by MLA Bijbehara, Abdul Rehman Veeri, the Chief Minister has said that 72,8,70 vacancies were available in different Government departments in the State out of which only 25,296 vacancies have been referred to various recruiting agencies for initiating the process of filling up the posts while there are still 47,574 vacancies of gazetted, non-gazetted and Class-IV vacancies in the departments which have not been referred to the recruiting agencies for unknown reasons. The Chief Minister said that 10181 vacancies of gazetted cadre are available in different departments with the School Education Department alone having 4035 vacancies in gazetted services. There are 44991 posts available under non-gazetted category with School Education Department having the highest number of 15701 vacancies available under this category. Likewise 17698 posts under Class-IV category are available in different departments taking the total number of vacant posts to 72,870 out of which only 25,296 posts have been referred to the recruiting agencies so far. Civil Aviation Department is having the lowest number of 11 posts available in all the three categories while as Housing and Urban Development is having the second lowest number of 75 posts available in all the three categories viz gazetted, non-gazetted and Class-IV. The Chief Minister has said the highest number of 23552 posts are vacant in School Education Department with 4035 vacancies of gazetted posts, 15701 non-gazetted posts and 5078 Class-IV vacancies across the State. Though the Government has laid down new recruitment policy designed to reduce the non-plan expenditure in respect of salaries envisaging that for initial period of five years of services, pay of direct recruits after 1st November, 2011 shall be regulated as per fixed monthly salaries reducing those who are recruited through recruiting agencies to mere daily wagers but the process of recruitment against the vacant posts is very lazy which is obvious from the fact that only 1/3rd of the total number of vacancies have been referred to the recruiting agencies so far. About not regularizing the services of daily wagers who have completed seven years of regular services, the Chief Minister has said that the Government has laid down a policy, vide SRO-64/94, where under eligible daily rated workers are considered for regularization against the proposals received from the concerned administrative departments. He has said that as and when the proposals, complete in all respects are received these are considered for regularization. The Chief Minister has further said in his reply that in respect of casual labourers, a policy for regularization is yet to be framed |
