| Guru's ghost hijacks proceedings yet again | | House adjourned following pandemonium | | ET Plus Report JAMMU, Mar 19: Resolution on Afzal Guru hijacked the proceedings for the umpteenth time today during the ongoing Budget Session of the State Legislative Assembly, forcing the Speaker to adjourn the House after 23 minutes of acrimony into the Question Hour. Er. Rashid, the Independent MLA from Langate trooped into the Well of the House demanding to know why his resolution seeking return of mortal remains of Parliament attack convict Afzal Guru was rejected. "I had submitted 4 resolutions prior to publication of your calendar. I want to know under what rule my resolution on Afzal Guru was rejected," he questioned. Rashid started shouting slogans in the Well of the House and repeatedly called Afzal Guru a martyr and demanded resolution of Kashmir issue and plebiscite. Guru's repeated sloganeering and protest infuriated the entire Jammu opposition who called upon the Chair to restrain him from his anti India uttering. He was confronted by Balwant Singh Mankotia of the NPP, Ashok Khajuria of BJP and others. Mankotia who was suspended the previous day rued that why no action was being taken against Er. Rashid. Opposition MLAs were joined by Mohammad Sharief Niaz, Ashok Kumar, GM Saroori and Krishan Chander Bhagat of the Congress. "He is not demanding Pakistan or Azaadi, he is demanding the body which is the demand of the House," the Speaker said seeking to pacify agitated members. Speaker Mubarak Gul explained that the House had allowed an adjournment motion to discuss the issue of Afzal Guru on which members of all the parties had expressed their views and according to rule 179 of the legislative proceedings, the issue could not be brought up for discussion in the House again. He clarified that the Government had communicated the essence of the House to the Prime Minister and written a letter to him seeking mortal remains of Afzal Guru and House must await the reply of the letter. "It is categorical stand of the House and the National Conference that the mortal remains of Afzal Guru should be handed over to his family," Speaker asserted. His appeal was reiterated by the Minister for Parliamentary Affairs Mir Saiffulah. The confrontation between Rashid and Jammu opposition meanwhile continued to raise the din in the House. While Er Rashid did not assume his seat despite repeated requests by the Chair, Harshdev Singh and Mankotia demanded action against him and asked the chair to restrain him from anti India statements. Ashwani Sharma of the JSM also called upon the Chair to restrain Rashid, but finding no favours, the entire Jammu opposition also trooped into the Well. As Mankotia pushed Er. Rashid, Mohammad Akbar Lone and MY Tarigami immediately intervened to isolate the two with the help of Marshalls. The chaos and commotion forced Speaker Mubarak Gul to adjourn the House for 10 minutes. |
