| Two years on, only 14054 youth covered under VSA | | SKEWPY proves a damp squib | | Avinash Azad JAMMU, Sept 19: Sher-e-Kashmir Employment and Welfare Programme for Youth (SKEWPY), an Much hyped remedial measure adopted by State Government to overcome the problems of un-employment, it seems has failed as only 14,054 youth in Jammu division have been covered under Voluntary Service Allowance (VSA). As per figures available with Early Times, the State Government has covered about 14,054 un-employed youths for VSA. The Scheme was launched on August 8, 2011 by Chief Minister, Omar Abdullah as remedial measure to deal with the problems of increasing numbers of un-employed educated youths and about five lack youths registered themselves for employment across the state. In the beginning of scheme numbers of youths from Jammu division try hard to get employment. "Till March 2013, (since the beginning of scheme) 12,839 youths registered themselves for employment and State Government sanctioned Rs 7,59,94,498 for VSA, between March 2013 to August 2013 about 1,115 more un-employed registered for VSA and another of amount of Rs 3,19,68,066 was sanctioned for said period", the documents revealed. Sources told Early Times that facing financial constraints, the Government is backtracking to provide employment among the un-employed youths and has failed to release VSA in favour of the entitled youth for the last 4 months under SKEWPY. "Since May 2013, we have been facing financial constraints and un-able to disburse the VSA", said Official at Directorate of Employment Jammu and Kashmir. "We had finalized paper work and grant has also forward to State Government for funds release", he said, adding that the reason behind non-availability of funds was known to higher ups. He also informed in the recent allotments under the scheme, there were no funds for district Jammu. In Jammu region, District Poonch tops the list with more than 1788 unemployed educated youth receiving the VSA followed by district Doda with 1623 beneficiaries. Reasi district has lowest number of 405 unemployed educated youth receiving VSA, while over 1590 youth are covered under VSA in district Jammu. |
