Special secretary misses 5 deadlines, delays report further on 'turbulent conditions' pretext

ANANTNAG, Oct 1: Though not for the first time today, Minister or other office bearers of Health Department have delayed in presenting their reports in connection with the fake recruitment scam which involves blue eyed people backed by top politicians of Kashmir, inquiry officer delayed it again today with the same previous excuse of turbulent conditions in Kashmir.
On 27-08-2013, Special Secretary to Health and concerned probe in charge officer in much exposed health scam while giving excuses of Darbar move and turbulent conditions in Kashmir said that he needs final 15 more days to present the final report in connection with the same, however, after 35 days he today made clear that the enquiry could not be completed because of turbulent conditions of Kashmir.
Talking to Early Times third time today since he was appointed as the inquiry officer of health scam in which top brass of Health Department Dr Nazir Ahmad Hakim, Dr Altaf Beg, Dr Gowhar Abas, Dr Abid Bashir , Dr GM Shaksaz , Dr AR Matoo and Dr Iqbal Bichoo have been already chargesheeted, Arif-ullah said that he could not work properly on the project assigned to him to him as the conditions were turbulent in Kashmir and he needs four more days to present the final report before the concerned higher ups in the department. He said though he managed work to some extent since Early Times called him last time however, he could not complete the process and present his report.
According to the sources the officials of Health Department allegedly involved in this scam are backed by some known politicians of south Kashmir.
Minister for Health, Shabir Ahmad Khan while talking to ET also said they need some more time to complete the probe as the inquiry official placed to investigate the matter is yet to present his report in connection with the scam and added that Arif-Ullah is solely responsible for delaying the process.
Pertinently Director Health services Kashmir, Dr Saleem Ur Rehman who did not pick up the phone today despite repeated attempts last time also said that inquiry report is halted on the table of Arif-Ullah only and nobody else than him can handle the case and added that his transfer from the post of Special Secretary to any other post has nothing to do with this case as Arif-Ullah has been appointed as an independent probe in charge official of the case and he can work from anywhere and from any post of the Department of Health Services Kashmir.
