J&K Speaker would decide whether to summon VK Singh to House or not

Srinagar, Oct 1: Jammu and Kashmir Legislative Assembly Speaker, Mubarak Gul told the autumn session of the Assembly today that he would soon rule on the privilege motion moved by NC Ministers against V.K. Singh.
The Speaker said he would decide whether the former Indian Army chief should be summoned to the House or some other course of action should be taken by him on the privilege motion.
"This House has the powers of taking action and I assure the members I will decide on the best course of action in this regard," the Speaker assured the Assembly.
Many present and former Ministers of the ruling NC have moved a privilege motion against V.K. Singh stating that the former chief of Army has triggered a serious debate that has brought the integrity of some of the present and past Ministers in the state into question.
V.K. Singh had told Times Now television channel during an exclusive interview that the practice of paying J&K Ministers had not been started by him but was as old as 1947.
Asked why the Army did not route the funds through an elected Government in J&K and instead chose to funnel them directly to the Ministers, V.K. Singh had asserted that the payments of secret funds to Ministers were neither bribes nor payoffs.
"These were given for stabilizing process in J&K and every penny given for this purpose has been accounted for. Everybody knows how much corruption there is in the Government and that is why the funds were directly given."
PDP has been targeting the NC leaders, both present and past besides the State Agriculture Minister, Ghulam Hassan Mir who is the Congress party nominee in the State Cabinet for having benefitted from the secret funds of the Army.
State Finance Minister, Abdul Rahim Rather told the Assembly that after setting fire through his interview V.K. Singh cannot now be allowed to sit silently inside his house. Rather said Singh must summoned to the House and made to disclose who had been the beneficiaries of the Army's secret funds.
While it remains to be seen whether the V.K. Singh controversy claims political heads in J&K or not, one thing is certain. The former Army chief has given enough material for the electioneering process during 2014.
