| HC directs DC Kishtwar to appear in person | | Custodial disappearance of young student | | Early Times Report
Jammu, Oct 7(JNF): The High Court today directed Deputy Commissioner Kishtwar to appear in person in an alleged custodial killing. A young boy, Mushtaq Ahmadm a student of 9th standard was duvved as a Pakistani militant and killed in police custody in June 2002. His father filed a petition seeking exhumation and DNA profiling of his deceased son. The concerned DC was directed to file compliance report. Today when the case came up for hearing, the court found the compluiance report missing. Justice Tashi Rabstan after hearing Advocate SS Ahmed appearing for the petitioner directed Deputy Commissioner Kishtwar to appear personally on next date of hearing. The petitioner submitted that Mushtaq Ahmad had gone to Thanamandi Higher Secondary School inm June 2002 and went missing. A missing report in this regard was registered in the concerned Police Station. After a long time, the petitioner came to know through an unknown source that his son had joined militant ranks and was arrested by one Gulam Qadir and his STF team alive and handed over to SSP Doda. On receiving this information, the petitioner immediately rushed to Doda where he met with higher police officers and requested them to allow the petitioner to meet with his son in custody. The officers though admitted the custody of the son of the petitioner but declined to allow the petitioner to meet him. On getting the assurance and satisfaction that his son has been apprehended and is in police custody and is safe now. The petitioner went back to his village. After some time, the petitioner contacted the police officer on telephone and requested a meeting with his son. But to the surprise and dismay of the petitioner, the police officers denied Mushtaq's arrest. He was never in the custody of police, he was told. |
