| As SWD shows 100% achievement, workers siphon off Anganwari supplies | | | Javid A Malla
Srinagar, Oct 7: At a time when department of Social Welfare is patting its back by projecting 100 percent achievement in implementation of ICDS, Anganwari supplies meant for children in Baramulla are being siphoned off by the staff and workers, leaving the centers defunct. In number of centers according to ground reports, the food stocks are consumed by helpers in nexus with concerned workers who are recruited serve this food to the children. A Sarpanch of Bela Halqa Boniyar, Raja Javaid says that these centers are for names only and fulfil the greed of the workers and staff rather than the hunger and mal nutrition of the poor children. "In our area almost 90 percent Anganwardi centers remain closed as there are no children enrolled in them" said the sarpanch adding, "if the government is supplying food stock continuously, it should also monitor functioning of Anganwadi centers and proper utilization of supplies. The department has failed to conduct any survey from last five years to identify defunct Anganwardi centers. Besides governments failure to stop pilferage of food stock , defunct centers are making huge loss to exchequer. Social Welfare Officials however maintain that all is going on well in the scheme. "All Anganwadi centers in the district are functional, the food stocks are supplied as per the report submitted by child development project officer of concerned block" they said. A Top official when asked regarding the proper usage of food stock in Anganwardi centers said, since the Panchayat Raj in Kashmir the monitoring system has got more effective. Meanwhile Social Welfare Department Kashmir in its Result Frame Work Document ( RFD) available on its website maintains 100% achievement for the 2011-2012 financial year. " In Laying the foundation for development of children below 0- 6 yrs with a focus on Supplementary Nutrition and pre-school, non-formal education and to enhance the awareness and capability of mothers for nutritional and health needs of the child. The department shows 100 percent satisfactory results. The RFD shows that out of 28382 functional Anganwardi centres of year 2011-2012. These centres provide Supplementary Nutrition for 21+ days every month to all." The RFD shows.
