| Six years on, report on administrative units elusive | | Smelling foul, Govt faces wrath of opposition | | Early Times Report Jammu, Oct 7: Sleeping over the matter of creating new administrative units in the newly carved out States for years, the NC led coalition Government today faced wrath of the opposition in the Assembly. The ire and noise was from Jammu based opposition BJP and Panthers Party members as it is in the Jammu region the new districts are facing brazen discrimination and deprivation in so far as the facilities and requisite infrastructure for running the administrative units is concerned. Over five years back when the demand for district status to some areas was conceded after prolonged insistence of the people of these areas, it was assumed the problems and difficulties on various fronts would be alleviated. However, that was not to be, given the sluggish mode of working at the administrative level, even as the announcement of new districts, four each in Kashmir and Jammu was followed by setting up of a Committee headed by the ex Chief Secretary Dr SS Blowria to look into delimitation of the constituencies besides setting up of administrative units in the newly created districts. This panel also did not come up to expectations and aspirations of the people in terms of what it had recommended for all the districts. The report in fact generated resentment from some quarters and on account of widespread dissatisfaction, it was sought to be revisited . The Government gave the task to one more panel headed by Mushtaq Ganai , the then GAD Commissioner Secretary which also took its time in formulating the report. However, when the report came in, the recommendations made in this regard raised a storm at the political level with many quarters not in agreement to what had been suggested in terms of setting up administrative units . As always, the Government pushed the matter to Cabinet Sub Committee headed by Deputy Chief Minister Tara Chand and on expected lines, this panel is taking its own time in discussing the report. It is in the backdrop of this huge delay in making things happen for the new districts for smooth functioning at the administrative level, the BJP and PP legislators were forced to lodge protest today in the Assembly. However, the focus of the protest was loaded with the allegation of political bias as the parties are smelling foul that this panel, the Cabinet sub committee which has Ministers from both Congress and NC on board, may not come out with adequate and just order of the things in creating administrative units. The agitating members also alleged that villages from certain constituencies are delineated and added to other areas on political considerations with an eye on elections, an allegation which may not be far from truth, given what the ruling allies resort to when it comes to seeking and consolidating their political gains. The resentment of the opposition also sounds right and holds some water when it says that the report has been sent to a Cabinet Sub Committee for examination without taking the Assembly into confidence. Even though the Government has resorted to a 'rescue route' by coming out with 'assurance' remedy that the Cabinet Sub Committee is examining the report and will soon come out with its findings, which may take months to fructify, it is for these parties to keep the matter whipped up or else it would be deemed that they are also playing to the political gallery. |
