| Letter dispatched to information seeker a day after hearing date | | Queer Ways of DSE | | Arun Singh Jammu, Oct 11: In a deliberate attempt to degrade the Right to Information (RTI) Act in state, the Directorate of School Education (DSE) Jammu dispatched the letter to an information seeker informing about hearing on October 4, 2013 whereas the date for hearing was fixed by the department on October 3, 2013. Sources told Early Times that an applicant had moved an appeal to first appellate authority the Directorate of School Education under RTI filed to ZEO Vijaypur seeking information about the total number of schools and teachers in Vijaypur block of district Samba. They further said that in response to the appeal, DSE had sent a letter vide No. DSE/RTI/ 7197-7201 dated 26/09/13 to the RTI applicant informing about the hearing date which was fixed on 3/10/13 at 11:30 am but dispatched the letter on 4/10/13 at 2:46 pm under receipt number EE847206494IN i.e. a day after the hearing date. They said that the letter was dispatched after the official working hour of DSE i.e. at 2:46 pm when DSE office is usually closed at 2 pm which also raises question mark on the credential of DSE. "Moreover the DSE had officially written the communication letter on 26/9/13 but deliberately posted it on 4/10/13 to mislead me," said RTI applicant further adding that the ZEO Vijaypur sent information under the RTI filed by him on 5/10/13 and that too incomplete. Interestingly, the letter sent to RTI applicant by first appellate authority was also copied to Assistant Registrar State Information Commissioner, PIO to Director School Education including applicant himself but they too did not take any cognizance of the matter for misleading the RTI applicant in which letter sent to him a day after the hearing date fixed. |
