Breakthrough likely as CM's 'trouble shooter' starts back channel parleys
Stalemate over employees' issue

Jammu, Oct 11: The stalemate between employees and the Government may end with a breakthrough possible in next few days as the so called 'trouble shooter' of Chief Minister Omar Abdullah has jumped the fray in what can be seen as resorting to back channel ways of the Government. Most likely a breakthrough will happen on the eve of upcoming Eid festival.
Sources said while the Government publicly continues to adopt an adamant attitude and showing disinclination to release the jailed leaders of employees' bodies struggling under the banner of Joint Consultative Committee, an 'emissary' of Chief Minister who is considered to have bailed him out of such troubles that continued for days with a formidable struggle and confrontationist path from various sections of working class in the past , has once again jumped into the fray of solving this problem faced by the Omar led Government in his own way and style of dealing with the parties and tackling their issues the manner they want to.
Sources said in what could also be seen as the Government instead of meeting head on or heading for a showdown , is now resorting to track two method of settling the issues amicably with the employees. The Chief Minister Omar Abdullah is believed to have been counseled that the demands for which employees have adopted a confrontationist attitude were genuine and they were fighting for a rightful and deserved cause, sources said adding that it was this convincing approach by a few Ministers as well in the Government which prompted CM to announce on the floor of the Assembly that Chief Secretary will start negotiations with the employees soon to settle their demands in a time bound manner.
However, what is happening on the behind scene is the back channel procedure as usual that has started working as CM's 'trouble shooter' has begun informal parleys with the second rung leadership of employees, prominent leaders being inside the jails. Sources further said that even though the Government is trying to show that it will act tough against the leaders, but this may not continue as parleys on the hind scene have started bearing positive results with whatever assurances being given by none other than this trouble shooter . Things are happening on fast track and it is only a matter of few days that leaders may come out of jails, said the source.
However, a senior Minister of the Congress who has all along tried to act above and against the party continues to put hurdles in letting the issue to be settled in an amicable manner. This Minister said the sources, gave a statement on Thursday that in the Cabinet meeting it was unanimously decided that no relaxation will be given to jailed employees and they will apply for their bails through the courts only, implying that Government will act tough against them, a scene which is quite contrary to what is happening on track two channel. Surprisingly, this Minister who claimed so much about what transpired with regard to employees' issue was himself not present in the meeting.
