| RTI has failed to help Rajouri | | ‘Not a single case settled in 2 years’ | | early times report
Jammu, Oct 11: Interestingly not even a single RTI case was settled in two years in different departments in district Rajouri. The glaring example is Pahari Hostel Rajouri. Violating the RTI Act passed by J&K Assembly in 2009 State information commission have issued Show cause Notice Vide No.SIC/J/C/131/2012.Decision NoSIC/J/C/1312012.---295Dt/19/9/2012.to Warden Pahari Hostel Rajouri /Rajouri officers are not responding to the public RTI applications the only reason behind this is that there is multi crore scams, misappropriations of government funds and fraud. As per the details available with the NGO for Social Justice, an application was filed under RTI Act by Shahnawaz to warden Pahari Hostel Rajouri but the applicant got no response even First Appellant Authority DSO and DDC had issued notices many a times to the concerned officer but the officer was least concerned to reply the same. One of the applicants Shahnawaz Ahmed while talking to Media stated that for the last about one year the Pahari Hostel Warden is making mockery of RTI Act and also harassing me this or that way. Another RTI activist Riaz Ahmed said that information was sought from Warden Pahari Hostel and secretary State Pahari Advisory Board, but after the delay of more than one Year than approached FAA and then vice-chairman, but they have turned a deaf ear towards it. Javaid Mugal president Pahari Action Committee while talking to News reporter stated that there is a multi crore scam in Pahari Hostel Rajouri.
He further said that for the last about 4 years Pahari Hostel inmates have been protesting against the high handedness of the officers concerned and the huge embezzlement of funds meant for uniforms, clothing, bedding, books, stationary and mess have occurred and the funds fraudulently withdrawn and embezzled. He further alleged that Chief Minister Omar Abdullah who himself holds the charge of chairmanship of Pahari Advisory Board and under the very nose of CM such embezzlement have occurred.
RTI activists are wondering for the irresponsible attitude of the concerned officers and a final show cause notice has also been issued to the warden about a month back but he is yet to respond. Another applicant Mobin Ahmed and Jawaid Ahmed said that we have applied from ACD, Rural Development information regarding multi crore scams and fraudulent allotment of Work in the Department but ACD, totally refused to provide information even the applicant approached to Director Rural Dev. Who also turn down the request of the applicant* *Nazir Ahmed and Shieraz Ahmed told the news reporter that they are wondering from pill or to post to get the information from Xen
PWD, regarding unauthorized work started without calling tenders and multi crore withdrawal of fraudulent work allotted to blue eyed person, moreover crores of rupees shown for Black top and repair of Roads from Thanna Mandi to Shahdra Sharief. SIC have also issued notice toSC.PWD Vide.No.SIC/J/C/135/2012/4411/-121Dt.18/08/2012. But Xen PWD and P.A to S.C .who has been retired and again employees is Harassing the applicant not to pursue for the information.SIC have also issued Show cause notice to Chief Education Officer Rajouri ACD, Rural Development District social welfare officer. Rajouri but all the officers have thrown these Notice in a dustbin which is the proper place of those acts which were not implemented. in this Jungle Raj, NGO, Spokesman Advocate ,Rajinder Mehta and Secretary Amir Mir said that C.M.Hollo slogan,s to provide Corruption free society have been exposed C.M. Grievances Cell and RTI, office is in complete controls of Corrupt Politicians and corrupt officer's these institution's instead of providing justice to applicant and public are defending the corrupt politicians ant corrupt officers.NGO, Chairman Shahnawaz Mughal said that if really sincere to take any action against corrupt officers & want to implement the RTI, Act and Grievances Cell C.M. must constitute an enquiry commission to Know the detail of RTI,and C.M, Grievances cell application received and there further disposal, RTI, activist said that one applicant Jawaid Hussain has approached Director Social Welfare who is first appellant authority and request him to direct District Social welfare officer to provide information but unfortunately he defended his employees involved in multicrore self cheque and pension Scam because one accountant is close relative of Director. |
