| JK fails to spend Rs 1150.55 Cr under Central schemes | | | Mustansir
Srinagar, Oct 19: Out of total Rs. 4703.31 crore sanctioned by the Government of India under various centrally sponsored schemes to the Jammu and Kashmir state during 2012-13, Rs 1150.55 crore have remained unutilized which speaks volumes about the administrative inertia rather inefficiency. This was stated by the Minister for Planning, Ajay Sadhotra in written reply to a question of CPI(M) legislator, M Y Tarigami during the just concluded Autumn session of the J&K Assembly. Sadhotra said that unspent funds under centrally sponsored schemes do not lapse but are revalidated for the next fiscal, however, the fact remains that unspent funds are never utilized owing to the official apathy on one side and the limited working season on the other hand. However, Sadhotra said that the unspent funds are under different centrally sponsored schemes and now being utilized by the departments in the current year after being revalidated. It also said that developmental works have not been hampered for want of matching state share as the data says that during the year 2012-13 an amount of Rs 754.88 crore was provided by the state planning department for the implementation of the centrally sponsored schemes, against which Rs 688.82 crore has been spent ending march 2013. Sadhotra said that the funds under Centrally Sponsored Schemes (CSS) do not lapse adding that un spent balances at the end of the financial year are revalidated by the concerned departments in the following years for their utilization. Sadhotra admitted that at the end of 2012-13 out of the total availability of Central share of Rs. 4703.31 crore, an amount of Rs. 1150.55 crore has remained un-utilized under different Centrally Sponsored Schemes (CSS). He said the same are now being utilized by the departments in the current year after its revalidation. Sadhotra also said that the decisions taken in the District Development Board meetings are implemented promptly as far as possible. He, however, said the decisions involving policy matters and having huge financial implications are critically examined by the concerned administrative departments and if found technically feasible are implemented in a phased manner subject to availability of resources. |
