| Understaffed PSC has made only 5136 selections since 2009 | | | Bashir Assad
Srinagar, Oct 19: The Jammu and Kashmir Public Service Commission- the topmost recruiting agency- is in itself understaffed and out of total strength of 100 posts only 59 are in position while as 41 are vacant.
In a written reply to a question tabled by prof Chaman Lal Gupta , in the recently concluded autumn session of the legislature, the Minister for Labour and Employment admitted on the floor of the house that the PSC which is manned by the officers of General Administration Department/Finance Department/Planning and Development Department and Law, Justice and Parliamentary Affairs Department is itself understaffed. The minister said "out of total sanctioned strength of 22 gazzetted officers only 12 are in position while as 10 are vacant. Similarly the sanctioned strength of non-gazetted officers is 53 out of which only 27 are in position while as 26 are vacant. As for the Class IV sanctioned strength is 25, in position 20 and 5 are vacant. The Minister further said that the PSC has made selections against only 5136 posts since April 1 2009 to 27 September 2013. Giving details the minister said that during 2009-10 PSC made selection of 2022 posts, in 2010-11 selection was made against 1438 posts, in 2011-12 1013 selections were made by PSC and in 2012-13 only 517 selections were made by PSC, while as in 2013 till 27 September only 146 appointments were made taking the total since 2009 to 5136. The number of posts lying with the commission for making selections referred by various government departments is 3048.
As the figures suggest the lowest number of selections made by PSC is during 2012-13 and 2013, the period during which the Omar led government made tall claims many a times about filling of vacant posts in various departments on fast track bases.
As for the SSB is concerned, the board has made selection against 26,165 posts only since 2009. Together both the recruiting agencies have made selection against 31301 posts since 2009 and as per the official data, around 75 thousand posts of various categories are still lying vacant in different departments. |
