113 Kishtwar EVs deprived of benefits after regularization
Regularization of EV's as ReT's, teachers

Kishtwar, Dec 8: Even as the government ordered regularization of services of over 2000 Education Volunteers (EV's) of Jammu province as Rehbar-e-Taleem (ReT's) who had completed five years of service with effect from 26-06-2013, 113 EV's from five Education zones of Kishtwar district were deprived from real benefits of regularization.
All these 113 EV's instead of getting benefits w.e.f 26-06-2013 would get them w.e.f 17-10-2013 effecting their seniority in future as many among them are graduates and post graduates. As per the details available with "Early Times", the government had approved regularization of EV's to ReT's to regularized teachers , but unfortunately the converted teachers of district Kishtwar except 63 from Drabshala zone had been given orders of promotion w.e.f 17.10.2013 instead of 26.06 .2013 who had been particularly hailing from zones of Inderwal , Kishtwar , Padder, Marwah and Nagsini.
However, the ReTs of Drabshala zone and other zones of Jammu province had been given effect from 26.06.2013 which clearly shows the injustice on part of the Education Department.
The blunder on part of the Education Department has taken place even despite the fact that the higher authorities had issued an order No 534 Edu of 2008 dated 17.10.2008 which clearly stated that in continuation of order No. 322 Edu of 2008 dated 26.06.2008 in which government has order up gradation/merger of 1769 EV centers with nearby schools or upgraded to Primary level which include 133 centers of Kishtwar District as well, but the concern DDOS of the five education zones and the CEO Kishtwar while preparing the list of EV's to be promoted as ReT's and then to teachers give preference only to the order No 534, which is clearly in violation of the order no. Edu/NC/SE/251-A/09 dated 12.07.2013 issued by the Under Secretary to government, Education Department stated that the government order No. 322 Edu of 2008 is to be taken as the reference date.
Acting on the reference given by Under Secretary Education Department, the Joint Director Education also issued an order to implement the same under order No. DSEJ/RET/4538-47 Dated 31-07-2013 and vise versa to CEO's to ZEO's but the CEO Kishtwar without checking the list provided by the ZEO s who too prepared the faulty list accepted the same under order No 534 which reflects the callous approach of concerned officer while following the government order with regard to conversion of ReT's as teachers who already had rendered more than 10 years, but the mistake committed by the clerical staff, ZEO's and CEO's put these 113 EV's in dock. Even though these EV's met with the concerned authorities regarding the matter, but nothing was done by the authorities in this regard so far and urged upon Education Minister Tara Chand, Deputy Commissioner Kishtwar Baseer Khan and present CEO Kishtwar Rajinder Kumar to look into the matter so that proper justice could be done with them as they are rendering their duties regularly since last over 10 years as compared to the regular staff.
