| Prof Gupta terms 'CSC exercise' on administrative units as 'political acrobating' | | | Early Times Report
Jammu, Jan 18 : Terming the ongoing exercise by the state cabinet sub-committee on the issue of creation of administrative units as 'political acrobating', the former Union Minister and MLA Prof. Chaman Lal Gupta said that this was not the job of ruling leaders but it would have been left for some administrative experts having independent views. He also sought the appointment of de-limitation commission to have fair distribution of Assembly seats to bring to an end to the regional discrimination. In a statement Prof. Gupta said that without making public the reports of Baloria Committee and even the latest one that of Mustaq Ganie, it was strange that a group of Ministers have been entrusted the task of creation of administrative units. The whole issue of creating administrative units in this state has been fishy, he alleged and pointed out that in 1950 the Interim Government had indulged in abolishing the district of Reasi and creation of big district of Doda under communal considerations. Similarly in 1976, three new districts were created in a similar hush hush manner in Kashmir. Giving a backgrounder, Prof Gupta said, "As there was agitation in Jammu a commission headed by justice J. N. Wazir, Retd. Chief Justice of the State High Court was appointed. "After a hard work of four years this commission submitted its report in 1982, which inter-alia recommended a number of administrative units including three new districts for Jammu region and one in the valley of Kashmir. But this report under regional considerations was never implemented," he lamented. He further said that under political considerations eight new districts were arbitrarily created, especially in the valley of Kashmir, so much so a few of them were for the population of just for about 3 lakhs and spread over kilometers, close to Srinagar. Prof Gupta said in Jammu and Kashmir the units are created more under political and other such like considerations, rather than the actual need for administrative purposes. More over little care is being taken of the financial position of the state. He pointed out that other states of the country are not having such a large number of administrative units as in this state. For instance, he referred to the state of Gujrat and pointed out that for bigger population of over 6 Crores and vast area of than of J & K, there are only 20 districts. But in Jammu and Kashmir there being a population of just 1.25 crores, 22 districts and large number of other units have been created, although the state is not in a position for creation of the infra structure for such units. Prof Gupta said that there is not only the need for total review of the administrative set up of J & K but also the dire necessity to have a de-limitation commission for Assembly and Lok Sabha constituencies in the State to bring to an end to the regional political discrimination against Jammu and ensure fair representation to each region. Otherwise, the growing feelings of extending step motherly treatment can lead to the dis-integration of the state, he warned and pleaded for having a deep look into the political and administrative set up of the state by some independent body. |
