| Decision to upgrade PHCs in State pending since 2002 | | Beyond awards for healthcare feat | | Arun Singh
Jammu, Jan 19: Notwithstanding decoration of the J&K government for its achievements in the health sector, the decisions regarding up-gradation of existing health centers and setting up of more Primary Health Centers (PHCs) taken by Jammu and Kashmir government in District Development Board (DDB) meetings since 2002 could not be implemented till date. Sources told Early Times that Government had taken several decisions in DDB meetings held at various occasions under the leadership of Chief Minster who is the chairman of DDB to improve healthcare facilities in the state since 2002 were never implemented. "The decisions were taken in DDB meetings to upgrade existing healthcare centers and establishing more PHCs to improve better healthcare centers but these decisions were never implemented and brushed aside by government deliberately and replaced it to decision to setup 600 Health Sub-Centers across the state," they said. They further said that the matter was also put up in legislative Council by its members alleging that the decisions in DDBs were not implemented in letter and spirit as a result of which a House Committee was set up in 2010 to find to facts in which committee had also admitted that decisions were not made up sincerely. "Discrepancies were found by the House Committee that PHCs were not established at much needed areas in various districts of the state and gave its recommendations to setting up of the PHCs at required places. In Rajouri district PHCs are less as per requirement while in Budgam district has in excess," they said. They further said that Sub-Centers cannot cope up with PHCs as a Medical assistant head the sub center with two or three staff members and negligible health equipments unlike in PHC there is a full team of senior doctors and specialists with advanced and sophisticated health care equipments and machines are available there. Interestingly, instead of increasing strength of PHCs government is now setting up health centers deceiving the common man, they said. |
