| FM to present budget on Feb 13, pre-budget discussion from today | | | Bashir Assad
Jammu, Jan 21: Minister for Finance, Abdul Rahim Rather will present the annual budget proposal for the year 2014-15 in the bicameral state legislature on 13th of February( Thursday).Sources told Early Times that the state government has decided to place the budget estimates for the fiscal 2014-15 on the floor of both the houses on 13th and has also decided to complete the process of budgeting by or before 26th February before the Election Commission of India invokes Code of Conduct ahead of the Loke Sabha elections in the country. "It was decided that the budget estimates for the fiscal 2014-15 shall be presented in the house on 13th of February and the process of passing the budget shall be completed by 26th of the same month" a senior bureaucrat told early Times. He said the government intends to complete the budgetary process before the ECI invokes Special Code of Conduct. He said other business of the state assembly could be run smoothly even after the Code of Conduct comes into force, however, the budgeting has to be completed before that. The Finance Minister, A R Rather will start the pre-budget discussions tomorrow to have inputs rather suggestions from the stake holders. Sources said It was decided that the pre-budget consultations with various stake holders shall be initiated from tomorrow January, 22nd. It may be noted that the Budget Session of 2014-15 is proposed to be advanced by about three weeks from the previous year when it started on February 28th, 2013. Sources said traders and business sector is readying to push its agenda while having the pre-budget discussions with the finance minister. Meanwhile the formal memorandum signed by the chief minister could not be send to the Governor N N Vohra today for summoning the session of the state legislature as the former was not available in Jammu today. It merits a mention here that rules of procedure for conduct of business, the chief minister is required to send a memorandum to the governor before 21 days of the date of commencement of the session, however, the same could be relaxed by the Speaker of the assembly and chairman of the legislative council. Sources said though the cabinet today approved the note (by circulation), however, the same could not be dispatched to the Raj Bhavan, for, the Chief Minister, Omar Abdullah was not available in the winter capital. They said the memorandum could be sent to the Governor for summoning the session tomorrow subject to the availability of CM in Jammu. |
