SRINAGAR, Jan 21: Messy state of affairs in the Forest department has taken a toll on the overall functioning with employees being tossed across the various wings of the department. Given the situation there is no scope for professionals and specialists to work in the department.
Sources told Early Times that there is no cadre management in the department and as such officials are working on positions not meant for them. The department is already in doldrums since the employees of Wildlife Department have issued a warning to the higher ups after some Range Officers in the Forest department were promoted and then placed in the wildlife department.
"In total violation of cadre management employees specializing in forestry are placed in the wildlife wing and vice-versa. This has led to a situation where people specializing in one branch are expected to do justice in the field that is quite stranger to them. The specialists are at loss in the department and no corrective action has been taken so far," said the sources.
Sources said that despite repeated reminders and representations by the employees of the different wings of the department the higher ups are yet to frame a cadre management policy in the Department of Forests, Ecology and Environment. This has seriously jeopardized the overall working of the department thus putting a question mark over the end result.
"It has been observed that the employees of Forests, Social Forestry, Urban Forestry and Wildlife wings of the department are transferred within the department. At times junior most foresters are promoted as Range Officers in the Forest department and there seems to be no end to the mess in the department. Norms are easily flouted and there is no accountability," said sources.
It was due to this mess only that officials of Wildlife department recently decided not to obey the orders of the newly promoted officials of the alien department. Taking strong exception to the recent orders according to which eight Foresters from the Department of Forests were promoted and posted as in-charge Range Officers in the Wildlife Department, the officials of Wildlife asked the higher ups to correct the wrong or face music within 10 days.
Sources said that promotion of junior most foresters in wings like Urban Forest, Social Forestry and State Forest Corporation as Range Officers in the Forest department has been going in the department for a long time with nobody ready to bell the cat. They said despite commitment from Minister for Environment, Forests and Ecology, Mian Altaf Ahmad that promotion would be given on merit no action has been taken so far with deserving continuing to feel heat. |
