| An achievement of Omar led Govt! | | Making SAC non functional | | Early Times Report JAMMU, Jan 21: As the elections come closer Chief Minister Omar Abdullah tries his level best to woo the voters by highlighting the so called achievements of his Government. Omar Abdullah as well his political advisor Tanveer Sadiq are now be-fooling people by claiming that National Conference is on the forefront of its so called war against corruption and the institutions like State Accountability Commission (SAC) have been strengthened by them. Omar Abdullah keeps beating the RTI and PSGA drum by telling people that he enacted laws like Right to Information Act, Public Service Guarantee Act (PSGA) which are empowering a common man to seek information from Government office but on the other side it is Omar's Cabinet which amended and weakened the J&K RTI rules of 2010. If one analyzes State Accountability Commission Act under which State Accountability Commission (SAC) was created during PDP - Congress rule in 2002 the NC lead Government made such amendments in the SAC Act that now even retired High Court Judges could head the Accountability Commission . Earlier only the retired Supreme Court judge or retired Chief Justice of J&K High Court could head the SAC (as Chairperson) but as the axe started falling on the corrupt politicians and some Ministers the Government made drastic changes in the SAC Act and now even retired High Court Judge can also become Chairperson of the State Accountability Commission (SAC). Earlier the SAC had powers to take sumoto cognizance of cases related to corruption , mismanagement etc but as the Omar Abdullah took over as Chief Minister of J&K , the sumoto powers were taken away by the Government as the SAC Act was amended that way and now SAC cannot take any such cognizance and the people have to register their complaints at SAC which is very much lengthy and demoralizing . If a person wants to file a compliant in SAC , he has to keep affidavits with the compliant and if found untrue etc the applicant can be prosecuted , so very few people go and lodge complaints at State Accountability Commission (SAC). "The coalition Government headed by Omar Abdullah is undoubtedly the worst as for providing effective and transparent governance is concerned. The State witnessed many scams during the NC led Government and instead of taking effective measures to evolving a foolproof institutional mechanism to free the state from corruption the Omar Abdullah led Government has only eroded even the institutions which existed when it assumed office after the 2008 elections" said Shafiq Mir Congress leader and an elected Sarpanch from Poshana Poonch The State Accountability Commission constituted by the PDP-Congress regime, despite its many shortfalls and faultiness was an important institution to deal with corruption etc. The present Government ensured that this institution becomes almost a lame duck. First it failed to move for appointing the chairman and members of the SAC and even after such selection was made it ensured that this institution does not function effectively as the SAC Act was amended . "The powers of SAC were eroded by bringing out the Government officials out of its purview. It seems that these institutions are meant for giving post retirement benefits to blue eyed people rather than helping to curb corruption menace" says Raja Mohammad Ameen Provincial President of J&K Pensioners Association. |
