Akshay Azad JAMMU, Jan 21: The Jammu and Kashmir School Education Department (JKSED) has adopted different yardsticks for masters of two disciplines of science stream, who have secured degrees through distance mode. On one hand the masters in the discipline of Bio-Technology have been enjoying promotion benefits as Incharge Lecturers since last around one year, but the masters of Zoology and Botany are still waiting for their promotion. Masters informed Early Times that JK School Education department had issued order number 414-Education of 2013, dated 30-03-2013, according to which 21 masters were placed as In-charge Lecturers in the discipline of Bio-Technology in their own pay and grade with charge allowance as admissible under rules for the period of six months, or till the posts were filled up on regular basis, whichever was earlier. They further informed that in the list of 21 masters, atleast half a dozen were those, who have secured degrees from distance mode of school education, but same were given benefit of promotion, but on the contrary the masters in the discipline of Zoology and Botany have been deprived of the same benefit for the last around one year. In the list of 21 teachers, masters said, Farooq Ahmed Bhat (master) who stood at number one in seniority list, had also secured degree from distance mode, besides Abdul Qayoom Naik (Master) had also secured degree through distance mode, but both were promoted. "Similarly Gowhar Ahmed Bhat (Teacher) stood at number 14 in seniority list and Tariq Ahmad Sheikh (RBA) stood at number 19 have also their degrees from distance mode of education,", they said, adding that the Bio-Technology is also a science stream subject, which required practical work, as required for Zoology and Botany, but masters in Zoology and Botany were still waiting for promotion for the last one year. Masters further said that the Department of Education had issued promotion orders of Masters/Teachers in the disciplines of Botony on January, 2, 2013 and Zoology on February, 7, 2013 along with Physics and Chemistry. "But the masters (around 50 in number) who had secured degrees from Anamalai University on distance mode and were falling in the seniority list for promotion were served with notices on January, 3, 2013 vide order number Edu/V/314/07 (for Botony) and 7-2-2013 vide order number Edu/V/91/2012 (in case of Zoology) to submit PG Certificates and Marks sheets in the administrative department of Education department within a period of 15 days", the masters said, adding that they had submitted the certificates in 15 days, but since then more than one year has been passed, nothing happened so far. Castigating the Education department, masters rued that administrative inertia has paralyzed the working and there was no rationale behind adopting two different yardsticks for two subjects of science stream. |
