| Union MoRD asks RDD to EFRS for NREGA fund release | | | Et report
Jammu, Jan 21: Having already directed the State Department of Rural Development Department (RDD) to introduce electronic-Fund Management System (e-FMS), the Ministry of Rural Development (MoRD) has now asked authorities to follow the new fund release mechanism-Expenditure-based Fund Release System (EFRS). "These instructions were passed during a Monthly Video Conference (VC) meeting with State RD Secretaries to deliberate on implementation issues and for resolving field level difficulties, sources said adding that the physical progress of Mahatama Gandhi National Rural Employment Guarantee Scheme (MGNREGS) was also reviewed and the State was requested to ensure that works should be opened as per demand in very Gram Panchayat (GP). Sources added that the Ministry had also sought revision of Labour Budget (LB) and favoured early schedule of meetings. It was also decided that the LB meetings will be scheduled from first week of February 2014 besides completion of planning process of MGNREGA in accordance with the guidelines issued by the central ministry. The implementation of NREGASoft the difficulties faced were discussed at length. Further, MoRD asked State Rural Development Secretary and the District Programme Coordinators (DPCs) to ensure that the assessment of the Labour Budget and demand for work on the basis of household survey should be done once in every five years. It was made clear that the Annual LBs for the year 2014-15 will be approved only when it is formulated on the basis of a survey of job card holders. Sources claimed that the State has been asked to implement the delay compensation system. Under this, State is to identify processes, persons and period leading to payment of wages and enter the details of its employees in the NREGASoft database as early as possible. The mobile interface to NREGASoft may be tried to improve the programme monitoring. The State was requested to organize Camps for Aadhar enrolment. The work of seeding the Aadhar numbers in the database may also be taken on a campaign mode and completed by January 15, 2014" , a statement from MoRD said. |
