Blot to JKP: Traffic Police violates Supreme Court's judgement, probe initiated

Jammu, Nov 2: Supreme Court guidelines are brazenly violated by none else but the traffic police itself- the wing of the Jammu and Kashmir Police, whose sole purpose is to keep check on those who violated norms related to Motor Vehicle Department.
The blot on the face of traffic police came to light when M.S Qureshi and Kovid Kholsa, advocates, filed RTI application in police department with the intention to know the gravity of implementation of the order of Apex court and High Court of J&K by police department in Jammu and Kashmir.
Admitting the violation of Supreme Court's judgment, the traffic police said that departmental inquiry in this connection is in progress as one of the traffic inspector (DTI) namely Champa Sharma, instead of impounding, compounded 25 vehicles. Out of 25 vehicles 21 were challaned u/s 177 and imposed fine to the tune of Rs 100 each, 3 vehicles were Court Challaned while one has been seized. Her act goes against DTI's authority. The departmental inquiry was got conducted by IGP Traffic Police Muneer Khan.
Pertinently, banning the using of tinted glasses the SC observed, " vehicle found plying having tinted glasses/ black films/sun shade/other allied materials be seized u/s 206-R". The judgement came to force in case titled Abishek Goenka v/s Union of India .However, the same was not followed by implementing agency.
In the RTI query, the advocate sought details of number of vehicles including of bureaucrats compounded by traffic police plying with tinted glasses/ black films/sun shades/ allied materials, details of impounding and compounding of such vehicles ,DTI's power to compound such vehicles, action against DTIs who misused power by compounding such vehicles.
Replying RTI query having No DySP/TCNI/14/RTI/1836, the traffic police said that DTIs are not empowered to compound the vehicles plying with the tinted glasses and other allied materials, but can only seize such u/s 206 R, admitting inquiry against traffic DTI Champa Sharma has been initiated by TPO Jammu vide order No 179/2014 for violation of direction of Apex Court, High Court of Jammu and Kashmir by compounding the vehicles plying with the allied materials( sun shades).
When contacted IGP Traffic Jammu Muneer Khan, conforming the reports said that he had ordered inquiry against Inspector Champa Sharma which is nearly completing and a show cause of notice is being dispatched to her to clear her position, adding, if found true the punishment ranging from censured to dismissal from service be awarded.
