Controversial 'integrity' of a few members can spoil the party

Jammu, Nov 2: Hectic lobbying is on in Srinagar to ensure that Raj Bhavan gives its nod to the new appointees of the Public Service Commission, the premiere recruitment agency of the state.
A few days before the Jammu and Kashmir Governor N N Vohra had raised the queries about the new appointees and had returned their file to General Administration Department (GAD). The Governor had reportedly sought Annual Performance Report (APRs), integrity certificates, property statements and Vigilance clearance of all the seven appointees from the government. The file was sent to Raj Bhavan for approval of these appointments on October 12 this year after the State Cabinet cleared the appointments.
The State Cabinet had approved the appointment of Khursheed Ahmad Ganaie as Chairman Public Service Commission and Sheikh Mushtaq Ahmad the present Secretary to Government Higher Education Department, Wali Mohammad Bhat Retired Director General Accounts & Treasuries, Retired Director Animal Husbanday Department Farooq Ahmad Kaloo, Retired Director General Planning & Statistics Department B.R.Lachotra, former Regional Director Mukerjeet Sharma and Dr Tejit Singh Professor Opthalmology (Retd.) as members.
Sources said the Vigilance clearance and integrity clearance certificates of all the seven officers approved for appointment as Chairman and members at the JKPSC have been prepared and kept ready for the perusal of Chief Minister Omar Abdullah. After his (CM's) perusal file would be sent back to the Governor.
Sources said there is every possibility of Raj Bhavan again not approving the appointments as the integrity certificate which has been attached with the files of the officers have been sought from the state agencies. "The integrity certificate has to be issued by the Ministry of Home Affairs and not the state agencies. The two PSC members, Wali Mohammad Bhat and Sheikh Mushtaq have controversial backgrounds,' said a source.
Sources said that Wali Mohammad Bhat had written a controversial book about Doda-Baderwah region three years ago and that book ostensibly had hurt the sentiment of the Hindu community. "After that book hit the stands communal riots broke out in many areas of the hilly region," the source said, adding, "How can the MHA grant integrity certificate to a person who has separatist leanings and who was responsible for polarizing the society."
Sources said that another controversial officer Sheikh Mushtaq has strong Jamaat-i-Islami background. The Jamaat since 1990 has been preaching secessionism. "The MHA and the security agencies are well aware about the antecedents of the officer."
Sources claimed that in 2009 the incumbent Member Parliament from south Kashmir's Anantnag constituency Mehbooba Mufti had leveled serious allegations against Mushtaq when he was Deputy Commissioner Anantnag. Mehbooba, according to the sources, had alleged that Mushtaq had played a pivotal role in ensuring her defeat in 2009 Parliamentary elections to appease the National Conference led Government in the state.
Sources said that only those officers are given a chance to be the part of the Public Service Commission who have "strong integrity" and clear track record. "Till date no officer with a dubious track record has been a PSC member," they added.
"NC-Cong leaders in their last coordination committee meeting held in Srinagar played a parting shot by nominating the controversial persons as PSC members. The move was aimed at appeasing separatists and a few elements in Kashmir."
Pertinently, Jammu based leaders have already expressed strong resentment against the appointment of the PSC members, they had termed the move as anti-Jammu and had claimed that Kashmir region has been given a Lion's share while as Jammu has been ignored. A few Jammu based leaders have already conveyed their reservations to the Governor N N vohra over the issue.
