Health Department's health condition turns worse due to 'fiddling' by Ministers | Casual labour syndrome all set to creep in | | Jehangir Rashid

SRINAGAR, Nov 2: The casual labour syndrome that has affected the functioning of various departments in the state is all set to play havoc with the Health department more so at the behest of three Ministers in the Omar Abdullah led coalition government. Minister for Higher Education, Mohammad Akbar Lone prepared a list of more than one dozen persons 'requesting' the Minister for Health and Medical Education, Taj Mohi-ud-din who is also the Health Minister to engage them as orderlies in the Hajin block of Bandipora district. The Higher Education Minister made this request on October 18 fully knowing that the Model Code of Conduct in view of Assembly elections would come into force any time. Following the 'request' of Lone, the Health & Medical Education Minister wrote to the Chief Medical Officer, Bandipora Dr. Bilqees to engage the proposed persons as casual labourers as orderlies in the medical block of Hajin in the Bandipora district. The list as proposed by Lone consisted of 13 persons drawn from different villages of Bandipora district. As this was not enough Minister of State (independent charge) for Animal Sheep Husbandry and MOS for PHE, Irrigation & Flood Control, Agriculture, Health & Medical Education, Nazir Ahmad Gurezi too shot in a 'plea' to the Health Minister to engage 26 persons of Gurez Block in the Bandipora district as casual labourers in the health department. This 'request' too was paid heed to by Health Minister who asked the CMO Bandipora to engage the persons as casual labourers. While as the direction for engagement of casual labourers in Gurez block was made on 19-10-2014 while as the direction with respect to Hajin block was issued on an earlier date. Gurezi went a step further writing that the 26 persons are recommended for engagement as casual labourers. This self styled order from the MOS was issued on October 20, a day after the directions from Taj to CMO Bandipora to engage the 26 persons as casual labourers. As the CMO Bandipora received proposals from the two Ministers along with the directions from the Health Minister, she was constrained to write a letter to Director Health Services Kashmir, Dr. Saleem-ur-Rehman asking what to do in such a situation. She wrote that since 36 new sub-centres have been sanctioned and 14 sub-centres have been upgraded to the level of NTPHC would it be feasible to appoint the proposed persons there as casual labourers. "This office has received a proposal list of casual labours to be engaged on these institutions from Hon'ble Minister for Higher Education and Hon'ble Minister for Sheep and Animal Husbandry numbering 13 candidates of Block Hajin and 26 of Block Gurez duly endorsed by the Hon'ble Minister for Health & Medical Education for engagement as casual labours/nursing orderlies," wrote Dr. Bilqees in the correspondence under number CMO/Bp/Estt/2014/1859 dated 24-10-2014. The CMO Bandipora wrote that she may be instructed whether these are to be engaged against these centres as no creation have been received till date from your office. Dr. Bilquees also referred to the two letters shot from the Directorate of Health Services Kashmir in this regard. The correspondence was made through letter numbers DHS/Plg/SC/14/1538-50 dated 17-10-20014 and DHS/Plg/SC/14/155-63 dated 17-10-2014. Interestingly, Director Health Services Kashmir played safe on the issue and authorized the CMO Bandipora to take the decision according to her own wisdom. At the same time the engagement of persons as casual labourers has never been done in the Health Department as has been practice in some other departments. |
