Members met just twice in last 3 yrs | DRMCs exist on papers only | | Saqib Ahmad

SRINAGAR, Nov 4: The constitution of District Review and Monitoring Committees (DRMCs) for examining working of several urban developmental projects has remained confined to papers as the members rarely meet as per the rules laid down under it and no monitoring of developmental schemes is done. The government on June 17, 2013 constituted DRMCs to ensure proper implementation of projects and reforms of urban developmental projects. Similarly, DRMCs were also formed several times since then, but the members don't meet and are not concerned about monitoring developmental works. The government had directed the committees to meet quarterly, conduct review of implementation of projects and reforms, examine working of several urban developmental projects, and review the physical and financial progress of projects. But sources said that members of DRMCs have met just twice in the last many years. Sources said this step was taken after government received complaints about the poor implementation of national schemes in the state. The government had also directed the committees' members to review bottlenecks in implementation of reforms and projects and would also converge projects under UIG/UIDSSMT and BSUP/IHSDP as well as convergence of other initiatives at the city/district level. The role of DRMCs was to ensure that funds earmarked for these schemes are spent in a proper way. According to an order issued earlier, the government accorded sanction to the constitution of DRMCs to ensure satisfactory implementation of projects and reforms for the Urban Infrastructure and Governance (UIG) Basic Services to the Urban Poor (BSUP), Integrated Housing and Slums Development Programme (IHSDP) and Urban Infrastructure for Small Scale and Medium Towns (UIDSSMT), Schemes of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for each district except Kargil and Kishtwar. It says the Member Parliament representing the concerned district would be its chairman. While as MLAs of the concerned district would be its members. The other members of the committee would be Executive Officer Municipal Committee and Project Officer of Urban Development Agency. "There shall be one member in each committee from reputed NGO to be nominated by H&UD Dept. One professional from Social Work/ Social Science having urban experience to be nominated by H&UD Dept," says the order. The order reads that there would be one member from each SC and ST community of each district having urban experience. "The other members in a committee would be District Development Commissioner and a female represents of each district having urban experience," it said. |
