Despite SC direction, water bodies continue to be encroached in JK
Irrigation officers back the culprits at Lakhanpur

LAKHANPUR, Nov 4: Despite Supreme Court's direction for preserving and developing water bodies in J&K, the coalition government has failed to check encroachment at the gateway of J&K-Lakhanpur-as most of the encroachers enjoy blessings of politicians. Irrigation officers keep their eyes shut as encroachment continues unabated at Basantpur canal.
"These encroachers offer huge amount to many politicians. That is why nobody initiates any action against them. The ministers are in know of the encroachment as many of them pass this road to Bani, Basohli, Billawar and while moving out of the state," sources told Early Times.
Every year government allocates Rs 10-15 lakh year for maintenance and repairing of old Basantpur canal. But at the ground, the canal is blocked, encroached upon, while desilting/maintenance work hasn't been done in last few decades. "Nobody knows where and how the funds are utilized every year," sources added.
They said that illegal construction work on the banks of Kashmir canal was at its full pace for last many months, but the Irrigation department officials were feigning ignorance over the issue.
"Some area of Kashmir canal has been encroached upon by influential families of Lakhanpur and some office bearers of Municipal Committee Lakhanpur," a local said.
He alleged that the encroachers were hand in glove with the Irrigation department officials, due to which large portion of Kashmir canal and Basantpur canal has been encroached.
"It is being noticed that several officials of Irrigation department are on leave and they have seemingly directed the encroachers to raise structures only on holidays so that no action can be taken on those days. Once the structure is created, the encroachers are guided by the Irrigation officials to knock the door of court and get stay orders," sources added.
"Without involvement of officials, no one can encroach upon even an inch of government land. But it is a known fact that vast tracts of irrigation land has been encroached," the sources said.
