Why isn't govt entrusting this job to govt teachers ?
Post-flood damage assessment

Srinagar, Oct 17 : It is now almost one and a half month since the devastating floods struck Srinagar and other areas of Valley but till date the authorities have only been able to make post flood damage assessment in only 30 pc of the areas in Srinagar and its adjoining district Budgam for the reason that patwaris, who have been entrusted with this job, are unable to reach out to people. This is very difficult for a patwari or a PWD junior engineer to visit all the affected families. "We cannot blame these officials for failing to visit all the households in a short span of time. This is basically the negligence of authorities and they are to be blamed for it. It is because of their wrong policies and mismanagement that makes flood affected people to suffer more. If people clear all the debris before the arrival of revenue authorities for the physical verification, it will create problems for them in getting compensation as patwaris may give adverse reports. But if they continue to wait for these officials to come, they will continue to suffer," said Abdul Khaliq, a retired senior Revenue Department officer from Srinagar. According to ground reports, hundreds of families at Rajbagh , Kursoo Shiv Pora, Jawahar Nagar, Batmaloo and Bemina in Srinagar city and Summer Bugh, Golpora, Pohru, Tengan, Kenihama and Check Kenihama in neighboring B K Pora block of Budgam are living in tin sheds, and some even having taken shelter in the houses of their relatives . These people have the apprehension that they won't get the due compensation once they clear all the debris because at many places revenue authorities are yet to assess the post-flood position of the residential houses. It is a known fact that during election, authorities engage government school teachers for the election work. But it is a matter of concern that why is the government hesitant to engage them for post-flood damage assessments? Why is this job only entrusted to a handful of patwaris? If the government teachers efficiently do their job during election process or even during undertaking census work, why cannot they visit individual households and access the losses caused during recent floods? Even government can engage volunteers from local and national level Non Governmental Organizations (NGOs) who can also undertake the job in Srinagar and other flood hit areas of state. "Why shall the authorities rely upon Revenue department officials only for this simple work? Let the government arrange training programmes on post-flood damage assessment for the government school teachers and volunteers from NGOs" said Dr Mushtaq Khan, an RTI activist from Srinagar.
