J&K all set to gear up for time bound assembly polls | Final call from ECI may come on Oct 21 | | Jumbo cabinet reshuffle by NC CM straight indication of apparent desperation Mishu Gupta Jammu, Oct 17: It's almost official now. The Election Commission of India is all set to announce time bound elections for Jammu and Kashmir. This comes in the wake of recent exit polls showing up Bhartiya Janta party being the beneficiary in the recently concluded elections in Mahashatra and Haryana at that the rumor mills have started getting authenticity that Jammu and Kashmir may go for the time bound elections. Attached to this development is the major cabinet reshuffle in the state which the sources disclose has left National Conference headed by Chief Minister Omar Abdullah in a soup as to what recourse he may take up to resurge the sagging morale of the party . Though he and his party is not in favour of the elections at this juncture having got the indications that the ECI may announce the elections on Oct 21 from New Delhi, he made the last ditch attempt to install his men and machinery at his choicest places to get the favourable results and immediate made a jumbo cabinet reshuffle. How far this may affect his poll fortunes would be left to be seen, but the sources privy to the election commission members visiting Jammu and Kashmir suggest the leanings of the team are favouring for the time bound elections in the state and the statement to this effect may come from New Delhi through Election Commission of India once the team submits its report at the centre. As far as the state Bhartiya Janta Party is concerned, while it is favouring elections under the Governor's rule in Jammu and Kashmir , the Centre headed by Prime Minister Narender Modi may not like this to happen as Modi plan for India may not suffice to this act as it does not wants blot on its performance , particularly in Jammu and Kashmir and desire for the lections to be held in time bound manner after the visiting commission team submits its report to ECI. While National Conference shows up escapism all other parties including the Peoples Democratic Party and Panthers Party are not averse to the holding of elections on the time bound manner. Meanwhile the Election Commission today said it has an "open mind" on when to hold Assembly elections in flood-hit Jammu and Kashmir amidst strong reservations from Chief Minister Omar Abdullah that the situation is not conducive for polls now. Ahead of the visit of the full Commission to Srinagar tomorrow, Chief Election Commissioner V S Sampath said that a final decision on polls will be taken after discussions with state government and political parties. He indicated that a decision may be taken by month-end. "As you know, whenever we look at these things, we never look at it with a closed mind. We go with an open mind. We take all the inputs, then we will take a decision," Sampath said in an interview. Asked whether the Commission was "hell-bent" on holding elections on schedule, he said, "We are neither hell nor bent." Though the CEC did not specify the time for deciding on the polls, he said the same will be done soon after receiving all inputs, including the ground situation, reports from state poll authorities and their own besides views of various political parties. The six-year term of the 87-member Assembly expires on January 19. He said we will wait for various reports on "conduciveness" in the state for holding elections before taking a final view in this regard.
