Universities, colleges to self finance NSS units | | | Akshay Azad
Jammu, Oct 17: Paving way for privatization in Higher Education sector, the University Grants Commission (UGC) has asked all the universities and their associated colleges to start Self Financing Units (SFU) of National Service Scheme (NSS), for which the institutions are also allowed to charge from students. Sources informed Early Times that in a recent communication sent by University Grants Commission to all the universities, it has been maintained that as the NSS should be available to all the eligible students of colleges and Universities across country but due to financial constraints the scheme currently has been covering only 10 percent students eligible to join NSS. "The Ministry of Youth Services and Sports had advocated for expansion of NSS and had send communication to UGC but the latter had not simplified the guidelines for Universities and colleges", sources said, adding that recently UGC has simplified the guidelines for setting up of Self Financing Units (SFUs) of NSS. According to the simplified guidelines, sources said, the UGC has maintained that the SFUs are entitled to all the benefits of scheme at par with the government funded NSS Units. "The only difference being that the expenditure on setting up of such SFUs is required to be borne by the concerned education institutions", the communication read as, adding that the worked out annual expenditure on operation of one NSS Unit with 100 volunteers is as Rs. 47,500 only. Moreover, it further read as that the Union Ministry of Youth Services and Sports had suggested to such institutions that they may charge nominal fee from students for NSS programme activities and may also mobilize funds through CSR activities of Corporate sector or from any other legitimate source. "Gradually the UGC has pushing privatization in Higher Education sector. Already the fee for colleges and Universities has been increasing rampantly and now private NSS units will again increase the burden on masses", a lecturer said. Sources further said that the Union Ministry has also asked that all educational institutions should join the youth development effort by establishing Self Financing Units of NSS. The UGC has asked all the Universities and affiliated colleges/institutions shall take necessary steps for implementation of the scheme. Pertinently, at present NSS has 3.3 million volunteers on its rolls, spread over 336 universities, 15908 colleges, technical institutions and 11809 senior secondary schools across country. |
