Instead of announcing relief package for flood victims, Omar announced creation of administrative units

Bashir Assad
SRINAGAR, Oct 17: 'Doing politics on dead bodies and graveyards' was the assertion that Chief Minister Omar Abdullah would quite often make while referring to the Kashmiri separatists. He would have been perceptibly right in making this statement but for the last one year or so, he is resorting to the worst kind of politiking in response to the death and destruction brought by the nature or allegedly inflicted on people by the state apparatus.
Instead of responding to the grave situation that has arisen due to devastating floods, Omar is further compounding the problems for not only the affected people but also for the next poltical dispensation.
Decisions taken by the present coalition government during the last one year or so would have far reaching financial implications. At a time when people were expecting comprehensive roadmap for reconstruction of the state, omar yet again announced creation of hundreds of new administrative units. Given the fact that the government treasuries are empty and it is somehow managing the salaries of its employees, how can these decisions be implemented on ground.
This has been the biggest tragedy of Kashmir politics that whenever there is an extraordinary situation, instead of addressing the problems the ruling elite invents something unique in order to divert the attention of the people.
In 2006-07 the then chief minister Ghulam Nabi Azad created 10 new districts in order to divert the attention of the people from the infamous sex scandal. However, by creating the new districts, Azad actually had done a great service to the people of Jammu and Kashmir.
On the contrary, creating administrative units below the district has financial implications and of course a desperate attempt to divert the attention of the people from real issues.
People were expecting a roadmap for rehabilitation and compensation for the huge losses they have suffered due to floods. At this point of time, they are not at all interested in the administrative units.
Thousands of people including men and women visited the civil secretariat on Thursday as there were rumours that the cabinet was meeting last time before enforcement of Model Code of Conduct by the Election Commission in the State and that the cabinet was going to take some important rather landmark decisions like waving off the interest on loan of any kind taken from the banks, regularisation of around 40, 000 daily wagers and casual laboures, release of the first instalment of the rehabilitation package to the flood hit people, compensation to the farmers and fruit growers whose produce was either completely washed away by the floods or suffered colossal damage due to torrential rains, measures for revival of trade and tourism and master plan to combat floods in future but it was a great dissappointment to the people to learn at the end of the day that they had been "befooled" by the coalition government again.
Well said, a senior bureaucrat told this correspondent that the chief minister had actually no idea of effective governance. According to him the decisions taken by the government particularly about creation of thousands of new administrative units would lead to economic breakdown and that the chief minister was well aware of the fact that the next government would have to suffer a lot because of it.
