| Omar Govt diverting attention from its failures | | Forgets it delayed breaching Kandizal, sends 'over ambitious' rehabilitation proposal to centre | | Early Times Report
SRINAGAR, Oct 17: Jammu and Kashmir witnessing the worst floods of the century last month has opened a Pandora's Box. As the waters have receded and people are mourning the losses, the Omar Abdullah led government in order to divert the attention from its failure to handle post flood situation submitted an "over ambitious" Rs 44000 Cr rehabilitation proposal to the centre. By doing so it has put the ball in centre's court.
The Central Government has maintained silence over the proposal and no immediate help seems to be coming. "It's strange that after submitting the proposal state government believes that it has done its job. If state government wants centre to act then it has to ensure that someone follows it up so that proposal is not dumped," said a politician.
Analysts believe that JK government forwarded the "over ambitious" rehabilitation plan to centre to make people believe that it has done what it could. If centre doesn't respond Omar Abdullah led government can claim that New Delhi didn't help.
Reliable sources told Early Times that BJP high command has called a few party leaders from the state to New Delhi to discuss the rehabilitation plan forwarded by the state government. "Centre wants to render all possible help but it's not sure about whether the aid would reach the flood victims or not," sources added.
They said that Centre has taken a strong note about the reports of a few politicians from ruling National Conference "looting relief" and providing it to their own people.
"National Conference is trying its best to ensure that forthcoming assembly polls should get postponed so that it's able to derive political mileage out of the catastrophe and is able to woo the voters on the name of providing relief," opined a BJP leader.
A senior politician said that floods are a natural calamity and no one can be blamed for it. However, the measures and steps taken by the state government to handle the situation were not satisfactory. "With each passing day its becoming clear that Omar Abdullah led government adopted the wait and watch policy and it did not breach Kandizal in south Kashmir till situation went out of hands," he said.
A recent survey conducted by the environmentalists too has blamed the state government for Srinagar getting submerged. The survey claimed that summer capital had to pay a heavy price due to Government's indecisive approach. "Had the Government breached the Kandizal on time the magnitude of the devastation would not have been so high," the survey had claimed.
Army on Thursday also said that there would have been less destruction if the state government had cautioned people more forcefully and breached the Kandizal embankment of river Jhelum.
General Officer Commanding, Sub-Area, Major General Ajay Das said, "The authorities did not open the Kandizal embankment of river Jhelum upstream. There was a proposal to divert the river upstream and we sent our engineers too. But it was already too late," he said.
He said the Army had no objection to opening of Kandizal embankment. "We had no problem with it," Major Das told reporters on Thursday.
The issue at this point of time is not how Srinagar sank and what were the reasons which made government wait and watch.
What is more important is what government is doing to rehabilitate the flood affected people. Winter has already set in as night temperatures have fallen considerably. Thousands of people stand displaced and many of them have taken refuge in school buildings and makeshift shelters. They are struggling to survive in absence of essential commodities and proper bedding.
The daunting question which is giving sleepless nights to the flood affected people is how they would survive in the harsh winter season which has already set in and what future holds for them. |
