Omar, his mantris fail to get power projects back | NHPC emerges winner! | | After 6 yrs hollow slogans, speeches fall flat Akshay Azad Early Times Report JAMMU, Nov 11: The six years tenure of National Conference led coalition Government is about to end but their innings remained confined to eloquent speeches by several Ministers and Chief Minister himself regarding taking back the power projects from National Hydel Power Corporation. The two committees constituted by the State Government in 2012-to assess the losses suffered by the state and fixing the responsibility for missing files related to Cabinet decision on agreement between J&K and Union Government on Salal Power Project, have remained unsuccessful in reaching to a logical conclusion. Sources informed Early Times that on May 22, 2012, the State Government had constituted a four members' Special Task Force (STP), to find out circumstances under which the Cabinet decision number 328 dated June 21, 1975 -pertaining to agreement between J&K and Union Government for execution, energy sharing and transfer of Salal Power Project had gone missing and to fix the responsibility of officers for misplacing the order and lapse. The four member STP was headed by Commissioner Secretary of General Administrative Department comprised of Additional Secretary of GAD, Additional Secretary PDD and Additional Secretary in Governor's Secretariat. The lackadaisical approach of Government can be well gauged from the fact that the STF was not given any particular time frame to finalize the report due to which the STF members had reportedly not pursued the matter seriously. "It was also unknown that how many times the STF members had met to discuss the issue and do some work and it is also unknown that whether the STF had compiled any report or not", sources said. They said that after finalization of report by GAD, same was supposed to be submitted to PHE, Irrigation and Flood Control department but after more than two years after it came into being, the STP itself has been lost in oblivion. Moreover, the State Government had also constituted another four member committee under chairmanship of State Advocate General in 2012. The committee was assigned the job to assess losses suffered by state due to denial of power share by NHPC, as per the agreement reached between J&K Government and Union Government for construction of four power projects. The J&K has been getting only 12 percent of the power generated by the NHPC from the four power projects including Uri, Salal, Dulhasti and Sewa, against the power share of 20 percent as per the agreement reached between NHPC and J&K Government. After more than two years, the committee has reportedly failed to make any headway as the Union Government has not provided any information regarding the agreement. The committee had initially sought information from Union Power Ministry, which latter had refused, following which the committee had used Right to Information (RTI) Act. "The Public Information Officer (PIO) of Union Power Ministry has not written any reason on RTI application of committee, for not divulging information. Recently we have made first appeal before Chief Information Commission (CIC)", an official, who is member of the committee on assessment of losses said, adding that for the last more than two years they had been running from pillar to post but to no avail. |
