SRINAGAR, Oct 8: Uproarious scenes were witnessed in the legislative Assembly today after three Bharatiya Janta Party (BJP) legislators' physically assaulted MLA Langate Engineer Abdul Rashid minutes before the commencement of the business. Engineer Rashid was saved only due to the intervention of other legislators and marshals.
As the proceedings for the day were about to start the BJP legislators manhandled the MLA Langate and carried out an attack on him. BJP's Rajeev Sharma pushed Engineer Rashid as soon as he entered the House. The push resulted into the falling of MLA Langate and following this Sharma along with two other legislators of the party Ravinder Raina and Dr. Gagan Bhagat pounced on Engineer Rashid.
The BJP legislators started to beat the MLA Langate and this caught the attention of MLA Banihal Viqar Rasool Wani who was sitting near the seat of Engineer Rashid. The MLA Banihal stopped the BJP legislators and as such the MLA Langate escaped the attack. MLA Khan Sahib Hakim Mohammad Yasin also rushed towards the spot and started exchanging blows with the BJP legislators.
As the melee was on National Conference legislators Altaf Ahmad Wani (Kaloo) and Abdul Majeed Bhat (Larmi) came to the rescue of the MLA Langate and they too started beating up the BJP legislators. There was complete pandemonium in the House and nothing was audible. Marshals also intervened in the matter and ensured that the legislators do not cause any physical damage to each other. Rest of the legislators including Chief Minister Mufti Mohammad Sayeed were wondering what is going on.
The BJP legislators were repeatedly crying towards Engineer Rashid and castigated him for holding the beef party at the MLA hostel on Wednesday evening. They termed the party as an infringement in the religious affairs of the Hindu community and said that such things would not be allowed by them. They demanded that stern action should be taken against MLA Langate so that he does not hold any such party in future.
On his part Engineer Rashid said that the hosting of the beef party was well within his right and that being a Muslim majority state nobody can stop him in organizing such parties in Jammu & Kashmir. He accused the BJP legislators of carrying out a 'murderous' attack on him and said he would have been eliminated had the other legislators not intervened in the matter. He could be seen yelling at the BJP legislators and there were heated arguments between MLA Langate and the BJP legislators.
After some time when the order was restored in the House National Conference working President and MLA Beerwah Omar Abdullah stood up and sought the attention of the Speaker Kavinder Gupta. Omar said that even if Engineer Rashid had done a wrong thing by hosting the beef party still then the BJP legislators had no reason whatsoever to carry out an attack on him on the floor of the House.
"The attack on Engineer Rashid is highly unfortunate and condemnable as well. This has never happened in the past and the ideals of democracy have been trampled by the BJP legislators by carrying out the attack on Engineer Rashid. Since Chief Minister is the leader of the House he should tender an apology to the House with respect to the physical attack carried out by BJP legislators," said Omar.
On this the Chief Minister stood up and seconded the concern shown by Omar and said that physical attack on any member is unacceptable in a democracy. Mufti said that he tried to be in the House every time to ensure that no untoward incident takes place. He said that he felt sorry for the attack carried out by the BJP legislators on Engineer Rashid.
"Since Deputy Chief Minister Nirmal Singh is the leader of BJP in the House I would request him to clear his party's position on the issue. It is important that emotions are controlled and they are not allowed to be overwhelmed. The action of the BJP legislators is highly condemnable and this should not have happened,' said Mufti.
Following the directions of Chief Minister the Deputy Chief Minister stood up and said that the incident should not have happened. Nirmal said that every member has a right to present his point of view but in a peaceful manner. He took a dig at MLA Langate and said that the beef party should not have been organized at the MLAs hostel.
The Deputy Chief Minister said that BJP legislators should not have carried out the attack on Engineer Rashid. However, he did not tender any apology on behalf of his party legislators. This did not satisfy MLA Langate and the members of National Conference, Congress, MLA Kulgam Mohammad Yusuf Tarigami and MLA Khan Sahib. They staged a walk-out from the Assembly. Some of the PDP members also joined them in the walk-out.
The Chief Minister ordered the Law & Parliamentary Affairs Minister Syed Basharat Bukhari to convince the opposition to come back to the House after the Question Hour. As soon as the Question Hour ended the Deputy Chief Minister said sorry on behalf of the legislators who carried out attack on MLA Langate.
