SRINAGAR, Sep 27: In a significant breakthrough in the investigation of alleged rape-cum-murder of two young women in Shopian on May 29 this year, Central Bureau of Investigation (CBI) has unearthed the mystery of fudging of the vaginal swab of Neelofar Jan and Aasiya Jan 10 days after it took over one of the most challenging assignments in Jammu & Kashmir. Making a startling disclosure in presence of government officials and members of Majlis-e-Mushawarat Shopian, the lady doctor who had conducted the gynecological examination of the dead bodies on May 30 and declared to the crowds that both the women had been gangraped and murdered, has now revealed that she had actually collected the vaginal smear from the gloves used on some different female patients in the adjoining district of Pulwama in South Kashmir.
Informed sources told Early Times that in the third consecutive session of sustained questioning, Dr Nighat Shaheen spilled the beans and revealed to the CBI team that she had not obtained any vaginal smear during per vaginal of the dead bodies of Neelar...

SANT KUMAR SHARMA
LAKHANPUR, September 27, 2009:
The mighty Ravi flows next to the gateway of Jammu & Kashmir - the small town of Lakhanpur - and forms a natural boundary with the neighbouring Punjab. But there is very little water in the stream after the Madhopur bridge as the river waters have been turned through canals into Punjab.
After the Madhopur bridge, the river turns right but its water has been turned left. The riverbed is virtually dry, almost the entire flow having been diverted to Punjab. As you cross the bridge from Madhopur into J&K, look up out of your vehicle towards north-east and you see a lake some distance away.
The lake is the result of impounding of Ravi water...

Jammu, Sept 27: Nothing grows like the non-plan expenditure in Jammu and Kashmir. The state’s pension bill is a case in point which is a cause of concern for the government which is now mulling drastic reforms.
In 1992, Jammu and Kashmir’s annual pension bill was Rs 46 Crore which is now touching Rs 1200 Crore in the current fiscal. . It speaks volumes how much burden has increased on the ex-chequer on account of payment of pension and more importantly it has gradually become unsustainable. It is a major reform step which though late was inevitable.
