Students in peripheral schools suffer as relatives of influential over crowd city schools

Srinagar, Oct 3: Despite tall claims by the government that education sector is on its top priority most of the schools in remote areas of Kashmir are facing shortage of staff as hundreds of teachers from villages have been given preferential postings in city schools affecting the academic activities.
Sources told Early Times that hundreds of blue-eyed teachers who have been selected in different districts under district cadre posts over the years have managed their posting in Srinagar city.
"The kith and kin of politicians, bureaucrats, police officers and some journalists who have to serve in different districts have managed city postings either through deployments or attachments," they said.
While in the last one decade different governments ordered detachment of teachers from Srinagar several times, the orders mostly remained on papers only. "When Tara Chand took over as Education Minister in January, he had ordered that all the teachers be sent to their original postings. But he too was influenced as most of these teachers are relatives of influential people," sources revealed.
There is a complete mismatch in student-teacher ratio between city and rural schools. According to official data there are 32420 students on rolls in middle schools of the city. 3559 teachers which includes 1799 male and 1760 female teachers are teaching these students. However, Anantnag district which has 52830 students on rolls in middle schools has only 2531 teachers with 1764 male and 761 female teachers.There are only 1770 teachers in Budgam district middle schools which has almost same number of students in middle schools as Srinagar has. Frontier district of Kupwara which has 28068 students on rolls in middle schools has less than half of teachers compared to Srinagar. The situation in high and higher secondary schools of other districts in comparison to Srinagar schools is no different. While there are 3755 teachers in city high and higher secondary schools teaching 28215 students, Anantnag district with more than 10 thousand students than Srinagar has almost half the teachers.
Similarly, Pulwama district which has 22743 students in high and higher secondary schools has only 1352 teachers, Budgam with 18727 students has 1188 teachers and Kupwara with 19832 students has 1362 teachers.
Barmaulla district which has the highest number of students at 38582 has 1244 teaches lesser than Srinagar high and higher secondary schools.
A senior officer of Education Department told Early Times that even some Reheber-e-Taleem (ReT) teachers who were appointed on specific posts in rural schools have managed city postings. "Though Education Minister Tara Chand and his former special assistant Dr R K Thappa tried to streamline the system in the Department, they too had to succumb before the influential people.
