| BAPD funds released, but prefixed with hefty riders | | | Akshay Azad JAMMU, Oct 3: Under pressure from Planning Commission of India for judicious use of funds under various schemes the State Planning and Development Department has released first installment of funds under Civil Action Plan of Border Area Development Programme (BADP) for the financial year 2013-14, but has put certain riders before execution of works by various agencies. The documents in possession of Early Times reveal that some days back, P&DD released Rs. 1432 Lakhs out of total allocation of Rs. 1769 Lakhs under Civic Action Plan of BADP for the financial year 2013-14. Even though the amount under Civil Action Plan was not huge, but P&DD has made it clear to all the executing agencies that before execution the schemes/works should have required administrative approval and should be technically vetted. "The execution of works shall be restricted to the extent of allocations fixed for year 2013-14 to avoid creation of any liabilities. There shall be no overlapping of schemes approved under State/Center under operation in the said area", the documents said, adding that no re-appropriation should be made from one scheme to another without prior approval of P&DD. The documents further stated that monthly progress report indicating scheme wise progress should be furnished to the P&DD by 10th of the subsequent month under report. "Similarly, quarterly progress report shall be available by 10th of month following the quarter under the report besides the Utilization Certificates (UC) of the funds so released be furnished to P&DD as early as possible", the documents stated, adding that the funds earmarked for maintenance of assets shall be spent as per the provisions of the guidelines of BADP, for which separate approval be sought from P&DD. "Out of total Rs. 77 Lakhs allocation for 9th Corps for this financial year, Rs. 62 has released, while out of Rs. 72 Lakhs for 14 Corps, Rs. 58 Lakhs have been released. Out of Rs. 88 Lakhs for 15 Corps Rs. 71 Lakhs have been released while out of Rs. 85 Lakhs for 16 Corps Rs. 69 Lakhs have been released", documents said, adding that out of Rs. 90 Lakhs allocated for BSF Kashmir, Rs. 73 Lakhs have released, out of 85 Lakhs for BSF Jammu, Rs. 69 Lakhs have been released. They further revealed that out of total Rs. 72 Lakhs for ITBP Leh, Rs 58 Lakhs have been release, out of total Rs. 865 Lakhs allocated for Chief Engineer Beacon, Rs. 700 Lakhs have been released, while out of total Rs. 335 Lakhs to Chief Engineer Sampark, Rs. 271 Lakhs have been released. |
