| JK Govt wakes up to implement PMSSS | | Lone seeks Raju's intervention | | Early Times Report
SRINAGAR, Oct 3: Jammu and Kashmir Government has finally shown some seriousness with regard to poor implementation of Prime Minister's Special Scholarship Scheme (PMSSS) and the problems faced by students from J&K as the Minister of Higher Education Mohammad Akbar Lone has shot a letter to Union Human Resource Minister Dr MM Pallam Raju some days back .
As per reliable sources Mohammad Akbar Lone has urged upon the Union HRD Minister to come to the rescue of around 2000 students who got admitted in the academic session of 2012 but haven't been paid the scholarships yet. Around 3000 students have already been paid the scholarships but due to some technical problems and late registration around 2000 students are yet to get the scholarship money which has resulted in serious problems and many students have been already thrown out of the colleges. It has been alleged that various educational consultancy agents and NGO's have taken money from many of these students and now they are not at all helping them out to come out of the messy situation.
Earlier, the Higher Education Department of J&K Government had asked the students who have been denied the scholarships during last academic year (2012 -13) to submit their grievances / furnish the details before the Higher Education department so that J&K Government could take up this matter with Ministry of Human Resource Development (MHRD) and All India Council for Technical Education (AICTE).
The Ministry of HRD provided scholarships to around 3000 students out of 5000 scholarships last year. According to MHRD and AICTE the 2000 students had not registered themselves with the MHRD or AICTE within the specified period and that is the main reason for the non allotment of scholarships to these students. This issue was raised even in Rajya Sabha and Lok Sabha by the Members of Parliament GN Rattanpuri and PK Biju from CPIM early this year .
Due to non inclusion of students under PMSSS many students were forced to do different professional courses mid way as many college authorities did not allow them to continue with their studies in their colleges. But there many colleges who still provide education to the students from J&K inspite of the fact that they have not received their scholarship money from MHRD. The Minister for HRD Govt of India Dr Pallam Raju and his Deputy Dr Shashi Tharoor have on several occasions assured that this matter would be sorted out and all the dropped students would be provided the scholarships.
Earlier, the State Congress chief Prof Saif-ud-Din Soz has sought the intervention of Prime Minister Dr Manmohan Singh for ensuring disbursement of scholarship money. Soz had written a letter to Prime Minister as well as Minister for HRD Pallam Raju. The inordinate delay has caused lots of problems not only to the students but to the Institutions as well , who are providing free education, lodging and boarding facilities to students from J&K since more than a year now .
"As the matter has now been taken up by the J&K Government with HRD Ministry it is hoped that our children will get the scholarships as soon as possible who otherwise have literally been thrown out by the college authorities " said Abdul Hamid from Kellar Shopian whose son is studying BSC Nursing at Rama Krishna Nursing College Gwalior (MP).
Few months back, the Union Minister for Human Resource Development Dr Pallam Raju has made it clear that the scholarship money for 2012 -13 under PM's Special Scheme for J&K students would be disbursed to various colleges very shortly after the final report is submitted by the officials of All India Council for Technical Education (AICTE) which has been made the Nodal agency to oversee the PM's Scheme for J&K Students but inspite of that assurance 2000 students were leftover. A civil society delegation from J&K lead by Chairman J&K People’s Forum Syed Nassarullah Shah had met the HRD Minister Dr Pallam Raju and MoS Dr Shashi Tharoor in New Delhi who had assured that matter would be sorted out.
Pertinent to mention here that the Prime Minister of India on the recommendations of Rangarajan committee report initiated a free educational called "Prime Minister's Special Scholarship Scheme for J&K Students (PMSSS) which made a scope for 5000 students every year to receive professional and career based education outside the J&K State at the cost of Government of India. In academic session 2011 only 38 students are said to have availed of the scholarship benefits under this scheme due to lack of awareness from Government .
The total number of students having sough admission in session 2012 in Medical , Engineering , and other undergraduate courses was 5008 as per the statement of MoS Ministry of HRD Shashi Tharoor on the floor of Rajya Sabha on Feb 28, 2013 while replying the question raised by GN Ratanpuri. "The Minister had assured the house that the funds would be disbursed to colleges by 31st of March but it took such a long time because the AICTE could not complete the inspection of all the colleges to access whether all the students are physically present in the college or not . The AICTE already held a "Sunwai "on May 4th at various regional offices regarding this matter and the students from various colleges who are registered under PMSS Scheme presented their respective documents before the AICTE officials who reviewed them in order to ensure that they are the genuine candidates hailing from J&K . |
