PDP issues explanation notices to Yatoo, Mohammad Adbullah 10/3/2013 10:59:55 PM Early Times Report Srinagar, Oct 3: Peoples Democratic Party (PDP) today served an explanation notice to party's youth wing General Secretary Nazir Yatoo and youth district president Shopian Mohammad Abdullah Wani for issuing press releases without approval of party high command.
