| AIRF for mandatory 7 years rural service under RBA, ALC categories | | | Early Times Report
Rajouri, Oct 3: Anti Illegal Reservation Front (AIRF) today demanded seven years mandatory service in rural area under RBA and ALC categories. Recently constituted AIRF in Rajouri by the members of civil society under the president of SK Mughal a social /RTI activist, has alleged large scale violation of norms laid down for appointments in government jobs under RBA and ALC categories. The AIRF has also demanded Schedule Tribe status for Rajouri and Poonch districts so that some families and their children who don't fall under any reserve category, do not feel neglected. "The youth from these open categories belong to some Hindu, Muslim and Sikh families have been denied government jobs and got frustrated despite their high percentage in the qualifying/competitive examinations", AIRF said. SK Mughal and Rajinder Mehata, president and legal advisor of AIRF have alleged that under RBA and ALC categories it is mandatory for a new appointee from RBA and ALC categories to serve for seven years in the rural areas, and under government rules and norms for a new appointee in the government service under these categories it is mandatory for him/her to serve in the rural areas for 7 years. They alleged that thousands of employees of these categories have got the promotions and appointments in the cities and most of them have settled their leaving behind the people in remote areas on the mercy of God. They added that under GAD guidelines any person appointed against any available vacancy on the basis of his being a resident of backward area or an area adjoining Line of Actual Control shall serve in such areas for a period of not less than seven years. The guidelines further said that in case the post against which he has been appointed is not available in such area, he shall be posted in the nearest adjacent backward area or nearest adjacent Line of Actual Control, as the case may be. The guidelines were issued by the GAD following a cabinet decision in June this year. The circular has also drawn the attention of the administrative heads of the mandatory requirement under subsections (2) and (3) of section 3 which provides that any person who, after being appointed on the basis of reservation, declines to serve in the reserved area "shall be liable to termination from service after affording him a reasonable opportunity of being heard. The members of AIRF have also decided to approach the Apex Court in case the state government failed to take up the issue seriously for due consideration and action. |
