Lone accuses Khan of enacting drama in House

SRINAGAR, Oct 8: Uproarious scenes were witnessed in the legislative Assembly today as around a dozen legislators of People’s Democratic Party (PDP) reached the well of the house and raised slogans while demanding that they should be given chance to ask supplementary during the question hour.
The continuous protest by PDP legislators meant that only two questions could be taken during the question hour. The high pitch sloganeering by the PDP legislators in the well of house forced speaker, Mubarak Gul to adjourn the house for 10 minutes with five minutes left for the question hour to be completed.
During the question hour some of the legislators stood up in order to ask supplementary questions in addition to the main question posed by Darhal MLA, Chaudhary Zulfiqar Ali. The question was related to the health ministry and health minister, Shabir Ahmad Khan replied to the question. However, the reply did not satisfy the members and many among them wanted to raise supplementary questions.
The speaker allowed leader of the opposition, Mehbooba Mufti to ask the supplementary and permission was also granted to MLA Ram Nagar, Harshdev Singh for asking the supplementary question. Other legislators with majority of them belonging to PDP wanted to raise supplementary question and wanted the minister to respond. This was rejected by the speaker who said the rule does not allow him to permit every member to raise supplementary along with a question.
The ruling from the speaker was objected by the PDP legislators who said since the question is important they cannot be barred from asking supplementary questions on the topic. PDP legislators Abdul Gafar Sofi, Zulfiqar Ali, Abdul Haq Khan, Peerzada Mansoor Hussain, Syed Basharat Bukhari, Javed Mustafa Mir, Nizam-ud-din Bhat, Dr. Shafi Ahmad Wani, Rafi Ahmad Mir and Zahoor Ahmad Mir reached well of house and raised objection to the ruling of speaker.
The speaker asked the PDP legislators to give a notice for discussion on the status of health centres in the state. The PDP legislators alleged that ministers and legislators of ruling coalition have got lion's share as far as creation of new health centres in the state is concerned. The PDP members also accused government of swindling funds meant for ASHA workers in the state.
As the PDP legislators were not ready to let in the speaker adjourned the house for 10 minutes. When the house resumed business the PDP legislators continued with their protest and demanded a discussion on the health topic. The speaker ruled that there would be no zero hour and the discussion would be taken up.
However, he had to reverse his rule following resentment from Congress and National Conference legislators who wanted zero hour to be taken up. Bowing to the pressure the speaker ordered that zero hour would be taken up and discussion would be taken up after the normal business for the day.
While accusations and counter accusations were going on former speaker and present Higher Education Minister, Mohammad Akbar Lone accused PDP members of enacting drama in the house. Lone particularly took dig at Abdul Haq Khan and said that Khan is former chief of militant outfit Al-Barq and that government would not bow to his drama. The discussion was later on taken up by the house.
